Thank you Ivy Rock Partners for carrying out this survey and I would encourage many colleagues in Local Authorities to participate. There is certainly an issue with Pay and budget cuts increasing the workload, but without anticipating what my colleagues would say, Local Authorities are asked to meet statutory responsibilities without having sufficient resources. Deficits are escalating causing some anxiety for finance professionals with little freedom to implement financial strategies to improve those. Given the billions of public money managed by LAs and current financial pressures, it is more important than ever to have strong finance professionals. There is an urgent case to make those roles more attractive and invest in professional development in the sector. It will pay for itself...

The review examined all 29 councils to determine whether their private works processes were transparent and consistent, and whether their charges for private works complied with relevant legislative requirements. https://lnkd.in/gS4iZTUy

Public servants have two jobs. They offer policy advice and deliver programs and services to Canadians. Service delivery has long been the poor cousin to policy. PROJECT-LEVEL GOVERNANCE Deputy ministers/EX-level PS staff are responsible for effective management of projects, promoting due diligence, ensuring long-term sustainability & value for taxpayers. To me, public servants must be held accountable for the notion of active project-level governance within the public service. The four governance functions are: Oversight, Control, Integration and Decision-making. I’m often gobsmacked that the Privy Council Office and Treasury Board Secretariat have failed to bring about good, measurable, evidence-based and lasting change throughout the public service—with a focus on achievement vs. activity. Professional Bodies play a significant role to support government in the professionalisation of the public sector and the implementation of the Framework on the Professionalisation of the Public Service. SAICA's support to the Framework and potential collaboration areas with government was further highlighted in its presentation and engagements with the National School of Government on Tuesday which was lead by SAICA's CEO, Patricia Stock CA(SA). Collaboration by all is required to ensure the success of the implementation of the Framework. It is great to see that some public sector institutions are already on their journey to professionalisation and we encourage members who have the requisite skills and experience to consider these opportunities and support the sector in its in professionalisation journey, whilst contributing to improving public finance management. #SAICA #professionalisation #publicsector #CA(SA)

The demise of ISG was the largest and most significant collapse in the sector since the failure of Carillion, which went under in 2018 with arrears totalling £7bn. Now, estimates made by company directors filed on Companies House show that ISG collapsed under debts of £981m. It also hadn’t fulfilled public sector contracts to build schools and prisons that were worth north of £1bn.
