Every two years, the highly visible 'Science, Research and Innovation Performance of the EU' (SRIP) report is published by the European Commission's Directorate-General for #Research & #Innovation. The title of this year's report "A competitive Europe for a sustainable future" takes an in-depth look at the role of research and innovation in strengthening the #EU's #competitiveness while achieving the EU's ambitious long-term goals. I am very pleased that I was invited to contribute a chapter to this year's SRIP-report dedicated to the meaning of #technology #sovereignty at EU level outlining the conceptual underpinning of the concept and its link with open strategic autonomy and economic security, and current approaches adopted to determine the EU’s sovereignty position. One of my conclusions is that the EU must carefully align technology sovereignty with related concepts and utilize strategic intelligence and transparent decision-making to unite the diverse interests of the member states and work effectively towards the goal of EU technology sovereignty. High Level Expert Group on the interim evaluation of horizon Europe - report delivered ! The launch of the report of the high-level Expert Group on the interim evaluation of #HorizonEurope provided a good occasion to reflect. I’m keenly aware of that in the increasingly competitive global landscape, we must step up our efforts to remain at the forefront of technological and scientific advancements. This is why research and innovation are central to the EU’s strategy in the upcoming years. The European Framework Programmes for Research and Innovation have delivered immense value for over 40 years, and every euro invested returns fivefold to society. The JRC is a part of delivering this return by ensuring sound evidence to base EU policies upon, and the best data and methods to monitor and support implementation. But, we must continue to adapt and innovate! 📌 We need a strong framework programme to drive EU competitiveness. Fostering stronger synergies across science, industrial competitiveness, societal challenges are key elements of strengthening the EU’s research ecosystem. 📌 The report calls for an adequate Budget: A proposed budget of around €220 billion for the next period is essential to meet future goals. 📌 Radical Simplification & Innovation: The programme needs bold changes, especially in international collaboration and dual-use applications. 🔎The Expert Group on the Economic and Societal Impact of Research & Innovation (ESIR) recently published a 📝policy brief on better anticipating future technological developments. As part of the European Commission’s Directorate-General for Research and Innovation, ESIR aims to offer independent advice to the Commission on leveraging 🔬research and innovation policy to bolster the EU’s economy amid the digital and green transitions. The report, titled “Embedding Anticipatory Governance in Europe’s Transitions,” highlights the need to ✅integrate foresight, flexibility and ethics into the EU’s regulatory frameworks in order to 💡address the challenges and opportunities presented by emerging technologies. 📈To strengthen the EU’s position in the global competitiveness and innovation race, the brief also emphasises the importance of accounting for the broader societal transition linked to 🚀emerging technologies, while ensuring respect for 🌍planetary boundaries. The European Parliament's recent draft report on Horizon Europe's interim evaluation presents compelling insights on transforming our research and innovation landscape. 🇪🇺 Key findings from the Industry, Research and Energy Committee highlight that while Horizon Europe remains the world's largest publicly funded R&D programme, structural changes are imperative for maintaining European competitiveness: Strategic Redesign 🎯 The proposed 10th Framework Programme (FP10) requires a fundamental shift from policy-driven to science-led governance, with an ambitious proposed budget of €220 billion to achieve the 3% GDP R&D target. Governance Reform ⚡ The report advocates for a more agile, expert-driven approach, recommending the establishment of specialized councils composed of eminent field experts to guide strategic direction. Focus on Excellence ⭐ A clear emphasis on funding frontier research and innovation, with 50% of the budget proposed for the European Research Council (ERC) and European Innovation Council (EIC) to foster breakthrough discoveries. Particularly noteworthy is the report's emphasis that research and innovation must be viewed as a long-term foundation for European competitiveness, not as a reactive instrument for immediate challenges. This represents a crucial moment for European research policy. As global competition intensifies, particularly with the rapid advancement of Chinese science, Europe must evolve from being a policy-first to a science-first research ecosystem. Today the conference organized in the frame of the Belgian Presidency of the European Council #EU2024BE "Research Infrastructures in a Changing Global, Environmental and Socio-economical Context" reachs its end. I had the honnour to make the openning remarks toguether with Marc Vanholsbeeck Director of the Federal, Interfederal and International Coordination Department, BELSPO and Anna Panagopoulou Director at DG Research & Innovation, European Commission. Spain pass the baton to our Belgian colleagues after the conference Global dimension and sustainability of Research Infrastructures held under the #EU2023ES Spanish Presidency of the Council, where the #TenerifeDeclaration was adopted. Research Infrastructures constitute a fundamental pillar of excellent research, innovation ecosystems and of the outmost importance for #KnowledgeValorisation. Closer collaboration and sinergies with the #industry and the #startups ecosystem is key for the future to contribute to a more #innovative, #resilient and #competitive economy in the EU. RI's are strategic actors contributing to the #OpenStrategicAutonomy and technological dependence. Thanks to Inmaculada Figueroa deputy director of Ministerio de Ciencia, Innovación y Universidades who chaired the panel ‘RI as actor on open Strategic Autonomy’. #Challenges ahead, outlined by #ESFRI such as #Energy and Supply Challenges, Acquiring #ScientificEquipment, #HighInflation, #RisingEnergy and Component Prices, #CybersecurityThreats can only be addressed with a committed and collaborative effort. Only #united we will face these challenges. RI's are necessary to perform cutting-edge fundamental science, #disruptive knowledge and applied research to achieve the #digital and #green transitions. RI's contributes to achieve the most important framework, the #GreenDeal in Europe and to preserve our #EuropeanValues #science #knowledge #democracy.

Commission analyses potential to boost European Research Area The EU has made strides towards building a more integrated, efficient and attractive single market for research and innovation, but further work is needed to fully tap into its potential. These are the conclusions of the Communication on the implementation of the European Research Area (ERA) that the Commission adopted today, reaffirming its commitment to placing research and innovation at the core of Europe's future growth. As highlighted by the Draghi report and the Political Guidelines for the next European Commission, research and innovation are critical drivers of economic resilience, competitiveness and wellbeing. Initiated in 2000 to address fragmentation in the European research landscape and given a new push in 2020, the ERA aims to create a dynamic and attractive environment for researchers and innovators across Europe, making it the place to be for them. This week together with colleagues from UN-ECE Transformative Innovation Network (ETIN) and EU Science, Research and Innovation we organised #ETINActionForum2024 with 60+ participants from at least 10 different countries. Event focused on creating practical and actionable approaches of inclusive and transformative policy. I had an opportunity to be moderating a group working on directionality together with Ricard Esparza Masana. Some take-away thoughts: 💡 Cannot make a transition without engaging end users/consumers 💡 Fair transformations shouldn't happen under the rules of existing incumbents 💡 Public procurement remain a powerful tool to shape the market (behaviour), but innovative public procurement is still hard due to procedures of how public sector works 💡 Don't forget to ask - why do you think your planned policy intervention will be successful? 💡 Limits and areas for policy experimentation needs legitimisation from leaders and stakeholders 💡 We must get away from linear way of working in non-linear systems Once again - congratulations to the colleagues from UNECE for a successful and inspiring event.
