An insightful and relevant article as Local Government (LG) continues to be a political football while it struggles to deliver 'needs' let alone the 'nice to haves' which is often what builds strong communities. (No, I am not a fan of removing the four wellbeings). I agree with Jeffery McNeill, LG is unfinished business and needs real clarity if it is to reach its (huge) potential - smart, effective local governance - meaning empowered, resilient communities and regions. While there is dysfunction and, I believe, a genuine need for reform, we must remember that for a couple of cups of coffee a day we get a whole lot of services that make our life easier (roads, footpaths, public lighting, etc) and more fun (playgrounds, libraries, parks, wharves, etc). There's no need to reinvent the wheel, there is already a wealth of knowledge and proven approaches that work. We just need to agree that LG deserves to succeed and then tailor systems appropriately. 'It still could be (a strong independent local government based on communities with wide-ranging functions), but tinkering at the edges is not going to solve its problems ... It will take political courage and vision to complete the task: one that remains a fantasy, and we are all the losers.'
