I initially thought ExStart, but then I was like, "No Elian, that's when the actual OSPF process starts with DR and BDR election, as the name suggests, Ex-Start" 😂 . And I was right, Database Descriptions happen at the Exchange stage because that comes after the ExtStart stage.

10moD In OSPF, routers exchange DBD (Database Description) packets in the 'Exchange' state, each containing a summary of the LSAs (Link-State Advertisements) in their LSDB. Before that, in the ExStart state, they also exchange DBD packets, but the purpose of these packets is to determine the Master/Slave relationship (recently renamed to Leader/Follower in RFC 9454) - not to describe the contents of the LSDB.
