📍1st day of the Team Europe Direct France 🇫🇷 seminar 📍 With the European elections just six weeks away, this seminar is taking place at the heart of the European institutional system: the European Commission . The seminar brought together a rich network of people from a wide range of backgrounds to meet with European Commission officials and encourage rich and fruitful discussions on major European issues. A succession of fascinating presentations by : ✅ Renaud Soufflot de Magny, ✅ Bernard Schembri, ✅ Hanane Gassot. One of the themes that particularly caught my attention on Day 1 was the enlargement of the #EuropeanUnion (EU), a complex subject with numerous political, economic, legal and cultural implications. Since its creation, the EU has undergone numerous enlargements, the most notable of which took place in 2004, 2007 and 2013, with the accession of countries from Central and Eastern Europe, as well as Croatia: these expansions have transformed the EU's political landscape. The question of whether the EU should continue its enlargement process is a complex one, giving rise to debate in political, economic and civil society circles. While the enlargement process can be credited with promoting democracy and human rights, a degree of geopolitical stability or economic growth, and strengthening the EU's influence as a power, it nevertheless poses a real risk to the EU's cohesion, as well as numerous governance challenges. European enlargement needs to be carefully thought through, taking into account the potential benefits as well as the challenges. It was a wonderful opportunity for me to examine in greater depth Switzerland's relationship with the #EU and the implications of enlargement for #Switzerland, even though the country is not part of the accession process. The EU enlargement process may lead to numerous pressures and adjustments to bilateral agreements or closer cooperation in areas where Switzerland wishes to maintain its independence. Switzerland will need to continue to assess the potential benefits and challenges of EU expansion while maintaining its own national interests. It was a fascinating day, which ended with a keynote speech by Antoine Kasel. Today we celebrate the 20th anniversary of the biggest enlargement in the history of the European Union. This anniversary is a great reminder on what is possible when European countries work together believing that as a union, they can achieve more than on their own. It comes timely, as further enlargement is finally back on the table. ERSTE Foundation considers itself an “enlargement enthusiast”, as Hedvig Morvai, our Director of Strategy and Europe, phrases it: “The enlargement of the European Union is a geopolitical imperative and a necessity, as well as an investment in Europe’s future security and prosperity.” In November 2023, the European Council on Foreign Relations (ECFR) published a policy brief on the current state of EU enlargement in the member states. At a follow-up discussion at ERSTE Foundation, the expert panel agreed on the EU enlargement as crucial for Europe's security and prosperity. Member states are aware of this and political rhetoric is positive, but the population (especially in Austria) is skeptical, and actual steps forward remain small. There is a consensus that current member states and the EU in general would benefit from EU enlargement – as in the last rounds of enlargement. On 13-14 June 2024, at the Hungarian Pre-Presidency Conference, the Trans European Policy Studies Association (TEPSA) will present key recommendations to the incoming Hungarian Presidency of the Council of the EU. Together with my colleague Louise van Schaik, I have drafted a piece with recommendations on the issue of budgetary conditionality and the next long-term EU budget. It is likely that in the future, the allocation of EU funds to Member States will become increasingly conditional on reforms, for example with regard to the rule of law, socio-economic policies and the green and digital transition. Yet, there is not yet sufficient evidence that such a ‘cash-for-reforms’ model is effective in guaranteeing long-term change. Moreover, the instruments suffer from some democratic shortcomings, for example related to lack of transparency and clarity of procedures. It has been my pleasure to accompany Latvia in successfully joining the EU by supporting ✅️ the Latvian Parliament, ✅️ the European Affairs Committee, ✅️ the Legal Affairs Committee, ✅️ the Anti-Corruption Council of Ministers and ✅️ the State School of Administration for more than 3 years in the pre-accession phase in their efforts to comply with the ➡️ Copenhagen criteria and the ➡️ acquis communautaire and to prepare an investor friendly legal framework by adopting the legislation foreseen in the ➡️ White Paper on the Associated Countries of Central and Eastern Europe to Prepare for Integration in the Internal Market.
