The amount of reparations (52,429,000 euros) for the victims of #DominicOngwen (an Ugandan war criminal) is spectacular and sets a record for the #ICC. But is it realistic? Declaring that the court had found Ongwen to possess “no discernible assets”, he was declared indigent. Bertram Schmitt, judge at the International Criminal Court, recognised that the Trust Fund for Victims would require significant additional funds to enact and implement these measures, and encouraged “states…organisations…and private individuals” to contribute to the fund to this end. #𝗛𝗮𝗶𝘁𝗶: 𝗔𝗻𝘁𝗶-𝗴𝗮𝗻𝗴 𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻𝘀 𝗲𝘀𝗰𝗮𝗹𝗮𝘁𝗲 𝘃𝗶𝗼𝗹𝗲𝗻𝗰𝗲 𝗶𝗻 𝗔𝗿𝘁𝗶𝗯𝗼𝗻𝗶𝘁𝗲 𝗮𝗻𝗱 𝗢𝘂𝗲𝘀𝘁 July 2024 saw a significant escalation in violence across Haiti’s Artibonite and Ouest departments, as police operations to reclaim key areas from gangs led to a near doubling of fatalities nationwide. In Artibonite, clashes in Pont Sondé resulted in the deaths of at least eight gang members, while intense fighting in Gressier, Port-au-Prince, claimed over 40 lives—marking the deadliest incident #ACLED has recorded in the area since 2018. This surge in violence coincided with the arrival of 200 Kenyan police officers as part of the Multinational Security Support mission, contributing to joint operations that regained control of strategic locations. Despite efforts to curb gang activity, the targeting of civilians and ransom kidnappings have intensified, raising serious concerns for the future. Typically the value of forfeited assets stay within the country - to support law enforcement, pay for asset forfeiture programs, compensate local victims, or to fund community programs - but the question here is whether to send the money to international ISIS victims. The issue is an interesting one and shows the global, wide-reaching capability of using asset forfeiture for the greater good.

"The police's VIP Protection Unit, which is responsible for protecting the president and his deputy, received R600 million more than what was allocated to fight gender-based violence (GBV) and protect the children of South Africa. In publishing its annual performance plan in Parliament this week, the South African Police Service (SAPS) detailed its spending priorities over the medium-term expenditure framework (MTEF). The MTEF allocation for the 2024/25 financial year is R113 billion. It then increases to R119 billion in 2025/26 and R124 billion in 2026/27.
