A helpful summary provided by the #IRRV on the key issues announced in the Spring Budget Statement by the Chancellor. The annoucement of further measures to address the scurge of "rogue" agents and a consultation on "General Rates Avoidance" are welcome as are other measures on welfare benefits, alleviating indebtedness and maintaining an increase (albeit small) in assumed department budgets. Longer term reforms on how the business rates and council tax systems work needs to be part of the ongoing discussion to ensure sustainable funding for Local Authorities.
Film Studios to receive a 40% business rates discount Today’s Budget saw the announcement that eligible film studios in England will receive a 40% reduction on gross business rates bills until 2034. The relief will be introduced ‘as soon as possible’ and will be delivered by local authorities through their discretionary powers. Guidance on the administration of the relief will be published in due course.

Florida may be the setting for a lot of movies but why aren't they filmed here much anymore? “Top 10 list” of why Florida should be supporting the TV and film industry. 1. Jobs: Tens of thousands would be employed 2. Support of small businesses: TV and movie business is fueled by small businesses 3. Local revenue: Permitting fees directly benefit cities and counties 4. “Heads in beds:” That means visitors and hotel nights! 5. Real estate: Studio space and filming locations are in high demand 6. Film tourism: When a movie or show is filmed in Florida, visitors will travel to see the iconic spots their favorite characters inhabit. 7. Workforce retention: An active film industry helps Florida retain its creative workforce. 8. Lower taxes: state’s already low taxes continue to make Florida an attractive place for employees 9. Made in Florida: locations in the spotlight. 10. Support the arts: Having productions in the state creates opportunities for artists.

Heard the city of LA's Summit about fixing the film business didn't go well. Lots of word salad, not a lot of solutions. Here are some easy fixes that will help us in CA pivot towards the future without costing a dime, California Film Commission: Remove the barriers to entry. Right now filmmakers need 60% of thier budget banked before applying. This means any project debt financing first money in can't apply. Any project that hasn't cash-flowed over half of their budget can't even apply. This is virtually every Indie production that isn't backed by a hedgefund or large angel investor. Create a new tier for Low Budget work: under 2 million dollars. Let the Studio movies come in and gobble up the 3+ million funds with a handful of projects. Keep your studio bosses happy, while providing a platform for new voices, new business models, and true film differeniation. Open up Tax Credit qualificaition to ATL workers. This might chase away the George Clooney's of the world, but celebrity isn't what it once was. Now the star is the film itself, the brand, the IP. Have more hits shot in CA, and the needle will move.
