UNEP estimates adaptation costs for developing countries will increase to USD 160–340 billion annually by 2030 and USD 315–565 billion by 2050. This rise represents a five to sevenfold increase from the global adaptation flows recorded in 2019-2020 worth USD 49 billion. Insufficient financing hinders the scale up of localized solutions, capacity building, and technology adoption. It harms project sustainability and risks unequal distribution of adaptive capabilities across communities. International and national public sector funds alone will fail to provide the funds needed to support adaptation and build resilience among vulnerable communities. Wherever possible, these public funds should be used to enable and use private-sector financial services and capital. Blended finance can emerge as a solution. It combines public and private sector investments and offers a promising avenue to reduce risk and the weighted cost of capital. It can also use capital to catalyze innovation and market transformation at scale. The combination of government funding (e.g. Inflation Reduction Act) and donor funds resembles a blended finance approach that could attract additional private capital to investments into urban sustainability. Our four-part "Sustainable Cities" research series, published in 2023, addresses the role of transportation, real estate, energy, and waste in delivering sustainable outcomes for the urban environment.
