On November 26, 2008, Mumbai – India's financial capital – became the target of a brutal, coordinated terrorist attack that left a deep scar on the collective memory of the nation. The events of 26/11 not only changed the city’s landscape but also reshaped India's approach to security, terrorism, and resilience in the face of tragedy. On this fateful day, 10 heavily armed militants from the Pakistan-based group Lashkar-e-Taiba (LeT) launched a series of attacks across the city, targeting iconic locations such as the Taj Mahal Palace Hotel, Oberoi Trident, CST Railway Station, Leopold Café, and Nariman House. The attacks lasted for more than 60 hours and resulted in the loss of 164 lives, with hundreds more injured. Among the victims were people from various nationalities, underlining the global impact of the tragedy . The 26/11 attacks highlighted the urgency of global cooperation in the fight against terrorism. It revealed the sophistication of modern-day terrorism and the need for robust counter-terrorism frameworks, both domestically and internationally. India has since strengthened its security infrastructure, introducing reforms such as the National Investigation Agency (NIA) and enhancing intelligence-sharing capabilities. The terrorists attacks carried out by Lashkar-e-Tayyiba (LeT), exposed critical vulnerabilities in India’s security apparatus and prompted the government to initiate comprehensive #counterterrorism reforms to address these shortcomings and enhance national security. As global aftermath Lashkar-e-Tayyiba was listed on 2 May 2005 pursuant to paragraphs 1 and 2 of resolution 1526 (2004) as being associated with Al-Qaida, Usama bin Laden or the Taliban into 🇺🇳United Nations Security Council Consolidated List. In India 🇮🇳the National Investigation Agency (NIA) was established in 2009, intelligence-sharing was streamlined, and coastal security was enhanced with radars, sensors, and marine police. Rapid response capabilities improved through decentralized National Security Guard hubs, while urban centers adopted CCTV #surveillance and facial recognition. Furthemore, legal measures like the Unlawful Activities (Prevention) Act - UAPA amendment in 2008 empowered authorities to target individuals linked to #terrorism.The 2019 amendment permitted the designation of individuals as terrorists, a step intended to prevent the formation of new terrorist groups. However, the UAPA in India has faced criticism for its impact on human rights. France has raised its national terror threat level to 'Attack Emergency', the highest level, in response to Islamic State claiming responsibility for a recent terror attack in Moscow and ongoing threats to the country. This decision comes after a previous reduction in the threat level in January 2024. The country had previously raised the threat level to 'Attack Emergency' in late October 2023, prompted by multiple incidents, including a stabbing in Paris and two foiled plots linked to developments in the Middle East. With the upcoming 2024 Olympics, France was already planning a comprehensive security strategy, including robust counter-terrorism measures. We expect increased policing and security presence in public areas, especially transport hubs and crowded venues. The global terror threat remains high, with recent incidents and increased terrorist propaganda advocating for attacks. TORONTO 18 Today's date will be forever etched in my memory, as I was one of a cast of many to work on one of the largest and most successful counter-terrorism investigations in our nation's history. On this date in 2006, the RCMP-led Integrated National Security Enforcement Team (INSET) foiled a large-scale terrorist plot, Project OSAGE, also known as Toronto 18. If not for the actions of the RCMP and its many policing and intelligence partners, including two civilian agents, many innocent lives would have been lost in a series of bloody attacks. If not for the intervention of those who thwarted this terror plot, June 2, 2006, would have become a solemn day of commemoration; fortunately, good triumphed over evil on that day. Toronto 18 final tally: Eighteen individuals were charged. Of the 18, eleven were convicted, seven had their charges stayed, and thousands of lives were saved. All of this is a reminder that as a country, we should never underestimate or ignore that Canada is constantly under threat by a wide variety of national security threats that include, but are not limited to: terrorism, terror financing, espionage/sabotage, unlawful release of sensitive or classified information, and last but not least, foreign influence campaigns. Terror accidents in Bharat have decreased by 70% since 2014. Bharat’s commitment to eradicating terrorism has reached new heights under PM Narendra Modi's leadership. Union Home Minister Amit Shah recently emphasised this at the anti-terrorism conference, talking about the robust results of the government's zero-tolerance policy. Since 2014, terror incidents have decreased by 70%, and the operational lifespan of terrorists has been drastically cut from years to mere days. Key legislative amendments to the NIA Act and UAPA have fortified Bharat’s legal framework, enabling the NIA to investigate cases internationally and seize assets linked to terror activities. With a conviction rate of nearly 95% out of 632 cases, the effectiveness of this strategy is evident. Amit Shah’s vision for a coordinated and fortified security network reflects Bharat’s resolve: no longer does the nation take threats lying down. Today, Bharat’s proactive stance and strategic policies are redefining national security and ensuring peace for generations to come.

As per official sources, the strategy evolved, during the first meeting chaired by Gen Dwivedi at PHQ Jammu, was three-pronged – effective plugging of infiltration routes bringing it (infiltration) to zero level; removal of operational flaws with perfect synergy among all security agencies and result-oriented counter-terrorism operations to wipe out terrorists and their eco-system in J&K. This will tantamount to "mowing the grass" and target hardening; enduring security can be achieved only if the terrorist infrastructure is dismantled across the border.
