"Paradoxically, while these Canadian tax policies are hugely useful to foreign MNEs, they actually limit the investment and growth of our leading-edge tech companies. The Council of Canadian Innovators | Conseil Canadien des Innovateurs, which represents Canada’s high-tech firms, argues the existing tax incentive for R&D—the Scientific Research and Experimental Development tax credit— provides through the 35 per cent refundable tax credit for small Canadian-controlled companies is an important source of capital. But Canada discourages the scaling up of these same homegrown businesses by progressively reducing the size of the credit and cancelling it altogether when taxable capital reaches just $50-million. As a first step, the council says, it should be boosted to $70-million, something Finance Minister Chrystia Freeland could easily do in her April 16 budget. Smaller Canadian firms urgently need more R&D capital if they are to stay here and scale up. The same tax credit should also help fund continuing R&D, since technology improvements must continue, and help Canadian companies gain patent protection and the freedom to operate abroad by owning or licensing the intellectual property that makes their exports unique and hence of higher value. Canadian ownership needs to have a much higher priority. Ownership matters. Our open-door policy on foreign takeovers of our best tech-based startups means that we are simply creating seed corn for international corporations with the main benefits realized abroad." https://lnkd.in/eCcyy7Gf

Current Agreement between Catalonia and the Spanish State Current Situation: 1. Autonomic Financing: Catalonia participates in the regional financing system that regulates the distribution of resources among autonomous communities. This system is deemed insufficient by Catalan authorities, who are calling for greater fiscal autonomy. 2. Catalan Claims: The Generalitat de Catalunya demands a fiscal agreement similar to the economic concert of the Basque Country and Navarra, which would allow more direct management of taxes collected in Catalonia. There is a continuous demand for improved infrastructure, as it is believed that the State has not invested enough in necessary projects for the region's development. 3. Negotiations and Dialogue: In recent years, a dialogue has been opened between the central Government and the Generalitat to try to resolve differences. However, negotiations have been slow and with limited results. Recently, the Spanish Government has approved additional transfers and specific funds to address urgent needs, but Catalonia's structural demands have yet to be fully met. 4. Political Conflict: The issue of Catalonia's independence remains a point of tension. Sovereignty claims and the State's response have created a complicated political climate that affects collaboration on financial matters. The 2010 Constitutional Court ruling on the Statute of Autonomy still resonates in the relations between both administrations, with Catalonia demanding broader recognition of its competencies. 5. Future Perspectives: Negotiations are expected to continue, with possible advances in terms of investments and transfers, but without radical changes in the financing structure in the short term. The reform of the autonomic financing system is pending and could be influenced by election results and the overall political situation in Spain. In summary, the current agreement between Catalonia and the Spanish State is fragile and in a state of ongoing negotiation, with some sporadic advances but many pending claims and a strong political component that complicates the complete resolution of financial conflicts.
