Here is one of the quickest ways to destroy your credibility as a procurement pro: Claim savings that are inflated or lacking credibility. I see this time and time again. As soon as your savings are questioned, the entire value that procurement brings can be questioned. Does that mean you shouldn’t claim cost avoidance? No, those can be real on this market. When reporting savings, I recommend the following the 4 C’s: - Conservative - Credible - Clearly calculated - Certified by finance Padding your savings does way more harm than good. I’ve talked to many a finance leader and the consensus is clear: A lower savings number that is believed is way more powerful than a higher savings number that is viewed skeptically.

So, how are you feeling about the impending Procurement Act coming into effect in October 2024, particularly in relation to: The central digital platform, if used as intended the transparency could be of huge benefit. The introduction of the open framework agreements offering more flexibility, good or bad? A drive towards prompt payments for suppliers, is 30 days too long? Consideration for means other than audited accounts, at last! Simplified tendering process, or is it? Parliament has heard that the Office of the Chief Procurement Officer will finalize the forthcoming Regulations to enforce the Public Procurement Bill and that R226 million has been allocated to strengthen its resources to enforce compliance and improve procurement processes. Perhaps this time around, Treasury has realised that it wants to spend less time in court and have more officials chasing recalcitrant organs of state for not complying with these forthcoming Regulations. I guess, if it were to be true, we will all become less frustrated with the arbitrary manner in which organs of state apply the prevailing Regulations, especially around the "Specific Goals", which will be replaced by a different set of criteria in the form of set-asides, pre-qualification and subcontracting, respectively. Are better days around the corner?
