London also ranks fourth in providing eco-friendly transportation options. Despite these achievements, the public sector faces significant challenges in fostering innovation, particularly in adopting new technologies. A recent review of the public sector identified administrative processes as a major barrier to innovation. Key obstacles include slow decision-making, unclear objectives, a lack of resources, being risk averse, and skills. The review also highlighted a lack of support and leadership, suggesting some leaders prefer to maintain the status quo, which hinders effective innovation. George Webb Executive Chairman says “we need more NHS Trusts and Local Authorities to challenge the status quo. Departments should be challenged to share their vehicles rather than jealously protecting access. Organisations should not rely on the Fleet Manager being an early adopter. The leaders in finance and sustainability need to step up and mandate greener lower cost transportation”. The leading keyless pool car-sharing application for the public sector, Hiyacar, understands these challenges. It helps NHS services and other public sector organisations adopt technology, decarbonise transport, transition to green fleets, and reduce costs. Some good examples of early adopters are listed below. Trailblazers in Transportation: Meet the Public Sector's Early Adopters of Innovation: Waltham Forest Council - Partnered with Hiyacar to reduce environmental impact, cut grey fleet use, and improve vehicle utilisation. In six months, the council cut CO2 emissions by half a tonne and achieved an 82.4% vehicle utilisation rate, saving over £30,000. East Lothian Council - A 12-month pilot reduced grey fleet usage, improved travel efficiency, and cut carbon emissions. Grey fleet usage dropped, saving 0.65 tonnes of CO2, while vehicle utilisation increased by 36%. Norfolk & Suffolk NHS Foundation Trust - Hiyacar’s keyless access and real-time tracking optimised vehicle numbers, improved efficiency, and increased utilisation. Grey fleet miles were reduced by 29%, saving an estimated £53,000 and reducing CO2 emissions by 18.91 tonnes. ↗ How Hiyacar Accelerates Approval Processes: Hiyacar's strategy identifies cost-saving opportunities, reduces fleet size, expands sharing options, and targets high-mileage grey fleet drivers. This approach helps authorities progress toward net-zero goals, reduces damages, and lowers grey fleet spending and emissions.
