The three federal research funding agencies – SSHRC, Natural Sciences and Engineering Research Council of Canada (NSERC) and Canadian Institutes of Health Research | Instituts de recherche en santé du Canada – have just released a new report - What We Heard: Tri-agency engagement with the research community on modernization of the federal research support system. Multiple engagement sessions hosted by leadership of the three agencies were held in July 2024. Presenting next week for ISSP uOttawa at my alma mater. By way of sneak peak, my talk is all about the proliferation of robotics (including drones). This is quitely explosive, because our institutions dont quite recognize the trend yet. We tend to break up the concept of robotics in such a way that makes it artificially difficult to recognize and therefore govern, difficult to invest in, and difficult to scale. I say that this is an artificial division of the concept of robotics because the technology on its own remains a discrete category and technological progress is continuing as such. We should be preparing for whiplash when the governance comes into better alignment because we will all of a sudden be faced with how much progress the technology has made while we were ontologically blind to the trend. A final comment in my sneak peak. I am not afraid of this progress in robotics and see no reason for others to be either. Robotics gets the sci-fi treatment which worries some, but it is no more intrisically good or bad then the invention of better internet connectivity or more efficient garbage trucks. The only fear I have is that we miss out on an opportunity for our society because when the moment to act came, we didnt see the forest for the trees.

Title: In Light of Medical Machine Learning Technologies in Sub-Saharan Africa: African Agency Reconsidered Abstract: The growing application of machine learning techniques in the second decade of the present century has made artificial intelligence to play a more significant role in medicine and, increasingly, in public health. Image recognition, in particular, has become extremely effective, and clinicians increasingly rely on machine learning technologies for clinical diagnosis and prognosis of medical conditions. While these technologies have proven to be relevant and efficient in carrying out medical diagnosis, in this talk, I argue that they threaten an integral aspect of what constitutes human agency for Africans – interpersonal relationships. Overreliance on machine learning technology for clinical diagnosis and recommendations may diminish the values of interpersonal relationships of identity and solidarity between patients and doctors in the sub-Sahel. I show how vital these normative values are in the making of a person and their agency within the sub-Saharan African value system. Short Bio: Edmund Terem Ugar is a doctoral candidate in Philosophy at the University of Johannesburg, a research fellow at the Centre for the Philosophy of Epidemiology, Medicine and Public Health at Durham University, and a researcher at the University of Johannesburg Centre for Africa-China Studies. His research lies broadly within the Philosophy of Social Technologies within Medical and Healthcare Domains.
