Spain is set to implement significant changes to its Horizontal Property Law, impacting how tourist apartments operate within residential communities. The government is finalizing reforms that will give homeowner associations the power to veto new tourist apartments in their buildings. Under the proposed changes, any new tourist accommodation will require the explicit approval of the community of neighbors. To obtain this permit, property owners will need the consent of at least three-fifths of the community. This measure aims to control the expansion of short-term rentals and address concerns about their effects on local neighborhoods. The European Holiday Homes Association (EHHA) today filed a complaint against Catalonia’s recent restrictions on short-term rental listings (Catalan Housing Decree-3/2023), alleging that they breach the EU Services Directive and calling for infringement proceedings against Spain. This illustrates the growing tension between local regulations aimed at tackling negative externalities originating from overtourism and broader EU legal frameworks. My PhD research on the role of EU law in managing urban overtourism delves into these very conflicts. How can cities balance sustainable tourism with residents’ rights while navigating EU law? These questions lie at the heart of creating a resilient and adaptive tourism model in Europe. Meanwhile, addressing issues with short-term rentals is gaining broader significance under Ursula von der Leyen's European Commission. The Australian government is set to implement a tokenised system to cap the number of international students allocated to each institution. Institutions can expand their capacity by building more Purpose-Built Student Accommodation (PBSA). While this approach aims to enhance student access to accommodation—and living on campus was certainly the highlight of my student experience in Australia—the policy appears rather shortsighted. PBSA buildings can take years to complete, with greenfield projects often spanning up to seven years. Additionally, these accommodations are typically priced substantially higher, making them inaccessible for many students. A more adaptable and immediate solution is Homestay, which allows students to live with families at a much more affordable price. The Australian Homestay Network, a NEAS-approved management company, excels in matching students with background-checked families, providing a safe and welcoming environment. #StudentAccommodation #InternationalStudents #Homestay #Education #Government #Budget2024
