The inaugural Lexology Panoramic Administrative & Public Law guide has gone live! Great to have worked with my colleague Joanna Ludlam on the Global Overview and the England & Wales chapters. There are lots of interesting things going on in this area right now.   The guide provides an introduction to administrative and public law in multiple jurisdictions, each with differing legal traditions. Notwithstanding the length of those traditions, current political, cultural and technological trends around the globe continue to raise new tests and challenges for public lawyers. In it, I trace the development of the Pilot, pointing up the contradictions and confusion around its intended scope. Really important research from the Victoria Law Foundation. The message that information, support, and services need to respond to people's capability resonates. The research finds that general legal knowledge has little bearing on outcomes when it comes to legal problems. Rather it is practical literacy that makes a difference. So services of all types need to respond to where people are at. "This further emphasises the importance of designing public information, referral systems, forms, processes, structured interactions, general support and expert legal services to meet the needs of people at all capability levels." This is very similar to findings about how best to respond to consumer vulnerability: removing barriers to accessing services and support is key.
