Nacta to be ‘restructured on modern lines’ after spike in terrorist attacks ISLAMABAD: Federal Interior Minister Mohsin Naqvi said on Wednesday that the National Counter Terrorism Authority (Nacta) will be restructured on modern lines. The minister announced this while presiding over a meeting during his visit to NACTA headquarters in Islamabad today. Naqvi underscored the need to widely promote Pakistan’s national narrative against the extremist ideology of terrorists. He emphasized full implementation of the National Action Plan and a comprehensive strategy to counter extremism and terrorism. “It is more important to take pre-emptive action against terrorists and their facilitators than taking action after the incident of terrorism,” Naqvi said. He also sought a detailed report on the efficiency of all provincial Counter Terrorism Departments and called a meeting of the Coordination Committee of the National Action Plan next week. The role of a country's intelligence & counter-terrorism agencies are to effectively prevent & tackle the threat of terrorism. Intelligence agencies are involved with the collection & analysis of information. Data collected from multiple internal & external sources are evaluated by expert intelligence analysts. This process of intelligence collection & analysis is at the heart of counter-terrorist intelligence. The outcome of high-quality intelligence work can range from the construction of profiles of terrorist organisations to tracking the movements of terrorists. An optimal outcome of counter-terrorist intelligence is the ability to anticipate the behaviour of terrorists & to predict terrorist incidents. Intelligence perform 3 functions that contribute to counter-terrorism. Firstly, intelligence can provide a more strategic sense of terrorist threats by asking the following questions: are they increasing or decreasing? which groups or states pose the greatest dangers? which areas of operation are of most concern? Such strategic appraisals help to guide policy-making in all aspects of counter-terrorism. Secondly, intelligence can provide detailed support to other counterterrorism tools, such as identifying & locating terrorists’ financial assets. Thirdly, intelligence can gain access to & analyse information on terrorist organizations & infrastructures, enabling them to be disrupted. Intelligence service themselves may not accomplish the actual disruption, but the information they provide enables police &/or internal security services to conduct raids & arrest suspects.

"in 2003, the United States military embarked on a self-appointed mission to fight "terrorism" in Africa, building bases, conducting bombings, training militaries, and fighting with militants on the ground without much attention from Congress or the public at large. Since then, with billions of dollars spent and hundreds of civilians killed, deaths from terror attacks have INCREASED by 100,000%. In 2003, there were just nine terror attacks in all of Africa that killed 23 people. In 2022, over 23,000 people were killed in terror-related attacks. On top of that, at least 15 officers who benefited from US security assistance have been involved in 12 coups. Terrorists, bombings, and massacres seem to follow wherever the American imperial machine treads — conveniently justifying the expenditure of more taxpayer money and the sale of even more weapons to perpetuate endless conflicts that heap death and terror on some of the world's poorest people."

In February 2024, Pakistan's security forces achieved a significant milestone in their ongoing campaign against terrorism. Through the execution of 102 intelligence-based operations (IBOs), they managed to neutralize 55 of the most-wanted terrorists across the nation. The operations spanned several key regions, with notable successes including 12 terrorists in Tank, 3 in Khyber, 2 each in Mardan and Swat, 16 in North Waziristan, 12 in Dera Ismail Khan, and 8 in South Waziristan. This concerted effort also led to the seizure of a significant arsenal of weapons and ammunition, including Heavy Machine Guns (HMGs), mortars, explosives, Submachine Guns (SMGs), Rocket-Propelled Grenades (RPGs), Improvised Explosive Devices (IEDs), and hand grenades. The Pakistan Joint Security Forces' dedication to combating terrorism remains unwavering, as evidenced by their recent achievements. India's counterterrorism strategy in 2024 reflects a comprehensive approach that integrates international cooperation, technological advancements, and regional security measures. These strategy's focus on information sharing, capacity building, and law enforcement partnerships as crucial in combating terrorism. The recent attack in Reasi, located in Jammu and Kashmir serves as a sobering reminder of the persistent threat of terrorism in the region. The shift in terrorist activities from the Kashmir Valley to Jammu, possibly due to the abrogation of Article 370, presents new challenges. The use of drones and the complex terrain for infiltration are indicative of the evolving nature of terrorist tactics. While India has made significant strides in reducing terrorist activities, the Reasi attack underscores the need for continued vigilance and adaptation of counterterrorism strategies. The government's efforts in Jammu and Kashmir have shown a decrease in terrorist victims, suggesting effectiveness in certain aspects of the strategy. However, the recent attacks highlight the need for ongoing efforts to secure the region and protect civilians from such heinous acts. It is imperative that India continues to strengthen its counterterrorism framework, ensuring it remains responsive to the changing dynamics of terrorism. This includes not only security measures but also addressing the underlying factors that contribute to radicalization and violence. The collaboration with international partners should be maintained and expanded to leverage global expertise and resources in the fight against terrorism.

During September 2024 the fighting continued in the Gaza Strip, Judea and Samaria and south Lebanon, and the pro-Iranian militias in Iraq and Yemen continued attacking Israel. In Gaza Strip, Four rockets were fired at Israeli territory, the lowest monthly figure since October 7, 2023. Israel continued eliminating the most senior Hamas and Palestinian Islamic Jihad military leaders. Terrorists carried out six attacks in Judea, Samaria and east Jerusalem, killing seven Israelis, including four security personnel. Israeli security forces continued counterterrorism activities, focusing on northern Samaria. Sixteen terrorist operatives were killed in airstrikes, including terrorist organization commanders in Tubas, Tulkarm and Qabatya. The fighting between Israel and Lebanon escalated following the explosions of Hezbollah operatives' communications devices and the increase in Israeli attacks, during which senior Hezbollah officials, headed by secretary general Hassan Nasrallah, were eliminated. Hezbollah claimed responsibility for 298 attacks on military and civilian targets in Israel, including cities, towns, villages and IDF bases which had not been attacked since the beginning of the conflict on October 8, 2023. Following the escalation, Hezbollah extended its range of attacks, including the first attack on the Tel Aviv area, and introduced new weapons. The Islamic Resistance in Iraq issued 31 claims of responsibility for attacking 34 targets in Israeli territory, the highest figure since May 2024. The Houthis claimed responsibility for four attacks on Israel, three of which involved surface-to-surface missiles. Israel responded with an airstrike on Yemeni territory.
