"When we asked respondents about the barriers they faced in using MMC, predictably, supplier vulnerability was noted as the most significant to scaling up MMC delivery, with housing associations worried that a manufacturer could go into administration while the homes are being built or before they’ve been installed, for example." "Looking forward five years to 2028, survey respondents have planned over 30,000 MMC homes. CIL PAYMENT UPDATES!! In October, Cornwall Council transferred over £430,000 in CIL Neighbourhood payments to local councils, bringing the total distributed since January 2019 to nearly £4 million. These payments, made each April and October, go automatically to any local council where CIL-liable development has begun, with 15% of CIL funds passed on (or 25% for councils with a fully adopted Neighbourhood Development Plan). Value Zone 5 parishes, which don’t pay CIL on residential development, still receive a Neighbourhood-style payment from the Strategic CIL fund. Funds must be spent within five years, with councils providing an annual report on amounts received, spent, and remaining. Cornwall Council received 94 Expressions of Interest for the CIL Fund this year, with 38 invited to submit full applications by September 13. These applications are currently being assessed, and successful projects are expected to be announced before Christmas. Funding will support infrastructure projects that mitigate development impacts or enable new development. A list of funded projects will be posted on the Cornwall Council website in the New Year, with applicants notified directly. The Government recently made some changes to the planning system with the aim of increasing the number of new houses being built. Despite these efforts, the latest figures indicate significant challenges ahead. Data from the Energy Performance Certificate (EPC) reveals that 229,700 new homes were completed in the twelve months leading up to June 2024. This number has remained relatively unchanged at around 230,000 since the end of 2023. The overall trend in residential development is not promising. According to the ONS construction output measure, there was a decrease of more than 15% compared to 2019’s level in May 2024. Additionally, the number of new housing starts is dropping at a concerning rate. The National House-Building Council (NHBC) reports that annualised starts have fallen by 55% from Q2 2023 to Q2 2024. Mixed-use projects with high-rise apartment living and lower level urban activation have become the development theme for future Perth, with a new proposal reported on an almost weekly basis! There are literally 10’s of 1,000’s of new apartments on the drawing board and at varying stages of development approval. With the state government having the power to approve these developments, and a housing crisis, it has been long while since approval has been denied. The question becomes, “When will these developments be built?” as the constrained construction sector plays catch-up to all the languishing incentivised new home builds, along with significant private development and government infrastructure construction. https://lnkd.in/gJRvqCyx
