With Donald Trump’s recent election victory, the idea of a "Digital World Order" #digitalworldorder is gaining renewed significance. The U.S. is likely to pursue digital policies emphasizing American dominance in critical areas like artificial intelligence (AI), 5G, quantum computing, and cybersecurity. As global technology powers vie for influence, the urgency for Europe to strengthen its own digital presence has become paramount to avoid risks of digital colonialization and ensure its sovereignty. Digital colonialization occurs when foreign tech giants dominate data, infrastructure, and digital markets, creating dependency on external technologies and standards. Such dependency compromises Europe’s control over data privacy, cybersecurity, and local innovation. Given that the United States and China are establishing themselves as digital superpowers, Europe must take strategic steps to protect its values and foster its digital ecosystem independently. A major concern is data sovereignty. Europe’s General Data Protection Regulation (GDPR) set a global benchmark for privacy, but increased foreign influence could weaken these protections. Reliance on external platforms for cloud services, data storage, and artificial intelligence tools puts the EU’s ability to safeguard citizens' information at risk. In the face of a changing digital landscape, Europe must establish its own secure infrastructure for data and a regulatory framework to maintain its values around privacy and ethical data use. Cybersecurity is another critical area. Dependency on foreign digital tools, particularly in sectors like defense and critical infrastructure, heightens exposure to cyber threats and increases vulnerabilities. A robust European digital presence requires investment in native cybersecurity technologies and a commitment to securing digital infrastructure across industries. Finally, fostering local innovation is essential. Dominance by external digital giants could stifle European startups and technology companies, limiting the continent’s potential for growth and innovation. By investing in research and development, Europe can nurture its own tech ecosystem, encouraging a competitive landscape that provides alternatives to foreign technologies. To counter the potential risks of digital colonialization, Europe needs a clear strategy to build its digital presence, support local innovation, and protect its digital sovereignty. I had the opportunity to attend the Policy Conference on Securing Canada's Digital Future: The Role of Cybersecurity, sponsored by Mastercard, hosted by University of Waterloo and C.D. Howe Institute, held in Toronto, on September 26th. I would like to extend my sincere thanks to Professor Anindya Sen for his welcoming remarks and guidance throughout the event, along with Shaifa Kanji, who helped frame the importance of tackling cybersecurity issues in our rapidly evolving digital environment. The first session, moderated by Jennifer M Sloan, brought together experts Professor Florian Kerschbaum, Professor Sebastian Fischmeister, and Daniela Spagnolo to discuss the growing threats to public assets from cyberattacks. They explored best practices to secure critical systems and shared strategies to counter evolving hardware attacks, PETs, and sparking thought-provoking questions from the audience about private-public collaboration. The second session, led by Rosalie Wyonch, shifted focus to balancing AI innovation with privacy and public trust. Christopher Parsons, Ph.D, Professor Anindya Sen, and Professor Helen Chen provided critical insights into mitigating privacy risks while leveraging AI for economic growth, especially using synthetic data. The discussions centered on how AI can be deployed across sectors to enhance security without compromising public trust. In session three, Rosalie Wyonch moderated a panel that addressed the importance of good policy and information sharing in preventing future cyberattacks. Jennifer Quaid, Masoumeh Shafieinejad, and Karen McGuinness offered their perspectives on the challenges and benefits of effective information sharing. The audience was particularly engaged in exploring ways to create robust, secure frameworks for collaboration between private-public sectors. The final session on generative AI, moderated by Elliot Creager, delved into how rapidly growing AI technologies are reshaping privacy discussions. Professor Meng Xu and Gary Edwards, PhD shared insights on policy adaptations required to meet the demands of this technology. I would like to share some insight on current events within Internet Governance. Please Read Along! Several significant developments in internet governance have emerged in 2024, reflecting a dynamic intersection of international priorities and policy evolution. Key issues revolve around the balancing of multilateral and multistakeholder governance, cybersecurity frameworks, and digital sovereignty. 1. Global Digital Compact (GDC): The GDC has been a focal point for discussion, especially after the release of its latest draft in June 2024. The GDC reaffirms the importance of multistakeholder governance and emphasizes human rights in the digital realm. This draft has been largely welcomed, though some proposals, such as China's push for "enhanced cooperation," were excluded. The GDC aligns with the Internet Governance Forum (IGF) principles, underscoring the need for global, inclusive internet governance. 2. WSIS+20 Preparations: The upcoming WSIS+20 review (2025) has also gained momentum. This event is anticipated to further solidify the IGF's role in multistakeholder internet governance, building on the Tunis Agenda and aligning with Sustainable Development Goals (SDGs). Recent sessions highlighted the complementarity of multilateral and multistakeholder approaches, advocating that both structures evolve to become more transparent and inclusive. 3. Cybersecurity and Digital Sovereignty: Cybersecurity remains a priority, as evidenced by the BRICS call for a universal cybercrime framework. Their recent summit underscored the importance of accurate information flow, human rights protection, and collaboration on cybersecurity. The UN Convention on Cybercrime also reflects this, promoting a safer and more stable digital environment. 4. Artificial Intelligence and Emerging Technologies: Discussions within the International Telecommunication Union (ITU) Council have spotlighted new tech like AI, quantum computing, and 6G. There’s increasing advocacy for multistakeholder rules for AI governance, emphasizing collaborative frameworks to ensure safety and equity. This is a growing area of internet governance, especially with the rapid deployment of transformative technologies. The evolving landscape shows that internet governance is increasingly shaped by both cooperative multistakeholder efforts and national interests. The coming years, especially with WSIS+20 and the GDC, will be instrumental in defining the future balance between these models.
