Last year, I've had the chance to meet dedicated and inspiring Civil Society Organisations all around Europe and beyond, to discuss their work in AI governance. I've discovered a whole new world of policy-making for emerging technologies and, let me tell you, it was far more complex, interconnected and high-stakes that I could ever imagine.
This study examines how inclusive AI governance frameworks are by exploring how CSOs view and navigate their roles within European policies. It identifies key challenges and outcomes of CSOs involvement while analysing the current understanding of their participation. On a broader level, it looks at how the international community can ensure AI systems benefit society and reduce risks by adopting policies that actively involve CSOs.
Here are some of our findings :
- Institutional barriers, not just technical expertise gaps, limit CSOs participation in AI governance.
- Governance prioritizes innovation and security, sidelining public concerns and human rights.
- CSOs play an important role in defending democratic values but face power imbalances with big tech and geopolitical interests.
- The focus must shift to stronger oversight, inclusive mechanisms and recognizing CSOs’ societal impact beyond measurable outcomes.

Despite formal mechanisms for participation, CSOs encounter significant technical, financial, and institutional hurdles that often sideline their voices.
