First published a decade ago, the Major Projects Guidance sets out a best practice procurement framework for Victorian local government to deliver major infrastructure projects, taking into account the unique financial, legislative and political constraints. Because there is no ‘one size fits all’ solution to the procurement of local government infrastructure, the Major Projects Guidance includes a range of options to assist councils to plan and implement projects in a structured manner. This enables resources to be applied efficiently so as to deliver good project outcomes to local communities. 📢 New research: 48% of construction companies have no or low involvement in public infrastructure projects according to a survey carried out by the Construction Industry Federation. The survey also showed that for 69% of contractors, public works contracts make up less than 50% of annual turnover. Paul Sheridan, CIF Director of Main Contracting said: "Construction companies are eager to scale up their efforts, but they must have certainty of a pipeline of new work and that tendering for major infrastructure projects prioritizes quality and efficiency over lowest cost and lengthy bureaucracy.” 🔎 Read the full report: https://lnkd.in/eyUk-HUF #construction #infrastructure #research #NDP

Are you interested in the transportation projects shaping our region? 🚧 Check out the full list of obligate projects from the SEDA-COG MPO here: https://lnkd.in/eUuEm7b2 Obligated projects are those that the federal government has committed to reimbursing for the federal share of a project’s eligible costs. Thus, an obligated project is one that has been approved by the federal government for reimbursement, though not necessarily reimbursed yet. MPOs are responsible for maintaining the metropolitan transportation planning process and must publicize an annual listing of projects for which federal transportation funds were obligated in the prior fiscal year. These are generally projects that have been recently completed, are under construction, or are nearing construction, where federal transportation funds have been officially committed with a signed project agreement. Obligated projects in the listing were not necessarily initiated or completed during FFY 2024. The obligated project cost reflected in this listing also may not equal the final project cost. This includes all federally funded transportation projects in the SEDA-COG Metropolitan Planning Organization (MPO) region that were obligated during Federal Fiscal Year 2024 (October 1, 2023 to September 30, 2024).

The government has announced ‘a major overhaul of planning committees’ to speed up the planning process as part of the their 'Plan for Change'. It is suggested planning applications that comply with local development plans could bypass planning committees in order to tackle uncertainty, reduce delays and better manage officer time and resources. The measures would see a national scheme of delegation introduced, the creation of streamlined committees for strategic development and mandatory training for planning committee members. It is said the changes will provide greater certainty to developers that schemes aligned with already-agreed local development plans will be approved in a timely manner. The government will publish a formal public consultation on the above proposals next year, to coincide with the introduction of the Planning and Infrastructure Bill. Alongside the proposed committee reforms, it is expected that the government will soon confirm changes to the National Planning Policy Framework (NPPF), following the consultation launched in July. #planning #development

Jon Davies and I have been exchanging views on this important topic for more than 3 years with the process of procurement and industry reform with some notable initiatives like the NSW 10 point plan commitment to construction sector, NSW Premiers Memorandum on collaborative contracting for high risk infrastructure projects. That said the pace of change has been somewhat glacial and I have read countless bits of motherhood waffle that go nowhere. At the moment the infrastructure market is at a crossroads with the shift from mega transport projects to energy transition and housing. But I ask the question what have we learnt and how are we applying that knowledge. Whilst workers are moving and bringing transferable skills, there seems to be a dearth of formal thought leadership and knowledge sharing. The industry needs to get more productive and a lot of benefit is just common sense and use of existing known practices. Why aren't we sharing?
