Close to the European Parliament vote on the 1 year delay to the enforcement date of the EUDR, the parliamentary group EPP looks to substantially amend the regulation. The European People’s Party has tabled 15 amendments to the proposed amending regulation (https://lnkd.in/dKnrthWt) which - as proposed by the European Commission - seeks to delay the date of application (enforcement date) of the EU Deforestation Regulation (EUDR) by 1 year, to 30 December 2025. However, these Amendments (https://lnkd.in/dDBejnXz) seek to: 1. Delay the date of application by 2 years (to 30 December 2026) 2. Create an additional risk category in relation to the Country Benchmarks (Article 29 of the EUDR), called "no risk", for countries or sub-national regions that meet a new set of assessment criteria. 3. Reduce the inspection regime by Competent Authorities down to 0,1 % of the operators placing or making available on the market or exporting relevant products from countries categorised as no risk. 4. Remove the requirement in Article 3 for submission of due diligence statements 5. Remove the obligations for Traders to do due diligence Of course these amendments need to be approved by the European Parliament, and then the amending law would go to Trialogue. So there is no certainty at this stage, on the adoption of these amendments. The vote is schedule on the 14th November.

Representing Portugal in the discussions on the European Court of Auditors' "Special report 21/2024: State aid in times of crisis – Swift reaction but shortcomings in the Commission’s monitoring and inconsistencies in the framework to support the EU’s industrial policy objectives" https://lnkd.in/diAKQYzT Whether you agree with the Court's conclusions or not, it's a good reminder that the transitional period in which the EU finds itself cannot be reconciled with the weakening of the single market, particularly through state aid.
