At last week's Audit Committee meeting, we discussed the OIG charter. Key topics included maintaining our independence and clarifying the OIG's role in relation to collective bargaining agreements, which is crucial for protecting the integrity of our investigations. #BARTOIG #AuditCommittee #Charter #Independence https://lnkd.in/g3bbrK3X

The #OBC attracts many people including many who sign up but who then don’t bother to actually attend, therefore locking out people who cannot get a ticket and end up on a waiting list! To address this, we have done what we did during Covid, charge a cursory £5 so people commit to attending. This will be donated to a Food Bank. Interesting, the sign-up rate is much lower. Really, are we not prepared to commit to attend to improve our relationship with the regulator or help fund a Food Bank? Ofsted is about to embark on major changes, there are a number of reference groups guiding that process. The single judgment will go and we will be issued with report cards. Surely this is the time to engage. We cannot complain if things are “done to us” if we don’t engage when we have the opportunity. So, go on sign up… https://lnkd.in/eZN59EmK

Proposal for Revamping the Aliyah Process Prepared by: Josh Wander Date: 29th Kislev 5785 1. Executive Summary This proposal suggests transitioning Israel’s Aliyah strategy from financial incentives to introducing a modest Aliyah fee, reflecting the inherent value of moving to Israel. For 75 years, Israel has provided benefits such as stipends, free flights, and housing to new immigrants. While crucial in the nation’s formative years, it is time to reframe Aliyah as a privilege. The proposal introduces a $10,000 initial fee, doubling annually, with exemptions available for those in need. Funds generated will support global Jewish education and highlight the significance of Eretz Yisrael. 2. Background and Rationale Israel’s past financial support for Aliyah, while effective, may convey dependence rather than pride. Current Challenges: Financial strain on Israel’s government. A perception of Aliyah as a service rather than an aspirational goal. Proposed Shift: Charging a fee repositions Aliyah as a privilege and opportunity, reinforcing its intrinsic value. 3. Proposed Policy Change Aliyah Fee Structure: Initial Fee: $10,000 per individual/family. Annual Increase: Fee doubles each year. Year Fee Amount 1 $10,000 2 $20,000 3 $40,000 4 $80,000 5 $160,000 Exemption Committee: Reviews cases for financial hardship to ensure accessibility. Use of Proceeds: Funds will support global campaigns promoting the importance of Aliyah and Eretz Yisrael. 4. Benefits Reframing Aliyah: Positions it as a valued life choice, not a subsidized initiative. Encouraging Timely Action: Escalating fees incentivize earlier decisions. Financial Sustainability: Reduces government costs and generates revenue for education campaigns. Global Awareness: Strengthens ties to Israel and emphasizes the urgency of Aliyah. 5. Challenges and Mitigation Criticism of Fees: Mitigated by the exemption committee for financial accessibility. Negative Perception: Addressed through messaging on the privilege and value of living in Israel. Implementation Logistics: Simplified through streamlined application and exemption processes. 6. Implementation Plan Policy Announcement: Clear communication of the rationale and benefits. Exemption Committee Formation: Define criteria and appoint members. Awareness Campaign: Fund education campaigns promoting Aliyah. Fee Collection System: Establish efficient digital platforms for payments and exemptions. 7. Conclusion Introducing an Aliyah fee represents a bold shift, reframing Aliyah as a privilege while ensuring financial sustainability. This approach strengthens ties to Eretz Yisrael and supports global Jewish education, aligning with Israel’s long-term vision of fostering Jewish unity and prioritizing relocation to the homeland. Stakeholders can freely and fairly debate whether the universe of IOLA grantees should be expanded or whether changes to the IOLA structure should be considered, but a last-minute sweep of funds to be diverted to a particular cause or causes outside the grant-making purview and integrity of the IOLA governance structure should raise alarm bells for the legal profession and policymakers alike.
