Ukrainian developers have the potential to attract up to $50 million in investments, thanks to the Defense Tech Valley summit. Held in Kyiv on October 3-4, this international event brought together over 1,300 participants, including investors, defense tech developers, and government representatives, according to Ukraine's Ministry of Digital Transformation. The summit aimed to establish a collaborative platform between investors and tech developers, fostering the growth of Ukrainian defense technologies. Drone manufacturers, including autonomous drones and water drones, electronic warfare (EW) systems, communications, and VR combat simulators, presented their projects to both Ukrainian and international investors. Defense Tech Valley hosted around 100 investors and over 650 developers from 250+ teams, showcasing innovations in UAVs, AI, ground robotics, VR training systems, and EW solutions. Key outcomes included discussions on agreements with the potential to bring up to $50 million in investment by the end of 2024. Romania’s Carfil SA and American producer of uncrewed systems, Periscope Aviation, signed a strategic cooperation agreement on 24 May for the joint production of a Romanian unmanned aerial vehicle (UAV) for both the military and civilian sectors. The bilateral agreement covers the design, development, and delivery of UAVs and includes two protocols. The first focuses on the development of the legislative framework and drone production in Romania with local industry partners. The second protocol covers the development of agricultural drones in collaboration with industry partners including agricultural research institutes. According to Romania’s Minister of Economy, Ștefan-Radu Oprea, Romania plans to become a supplier in the global production chains of manufacturers such as Periscope. “[Periscope Aviation] isn’t the only company, but we want them to get to know us better, to see the production capacities we have in Romania, to develop products, [and] to include us in their supply chains.” ******** Separately, Romanian defence companies signed collaboration agreements with foreign suppliers from Europe and South Korea on the sidelines of the Black Sea Defense and Aerospace (BSDA) Exhibition, which was held in Bucharest on 22–24 May. The U.S. needs a more robust and resilient industrial base for drone and C-UAS development. This includes not only the raw materials, hardware and software for drones/CUAS and their payloads, but the command and control, data, machine learning technologies, and human resource expertise that surround them.
