Kraaijeveld and Tamar Sharon for Information, Communication & Society has been published! https://lnkd.in/daYGyHxi In this editorial, we reflect on the rapid expansion of Big Tech companies into various societal domains (including health, education, and agriculture) and propose the lens of sphere transgressions to capture the risks of this Big Tech expansionism more fully. In the meantime, you can read the following contributions that have been published recently (all open access!): Joan Lopez Solano and Juan Diego Castañeda present the case of IDEMIA. This French security company has developed a privatized infrastructure for identification and authentication services used by the Colombian National Civic Registry. They engage with the concept of sphere transgressions to question how and when certain forms of transgressions are possible between the public and private sectors. https://lnkd.in/dXTS-WMY Rik Wehrens, Iris Wallenburg and Lieke Oldenhof reflect on the social scientist embedded in consortia seeking to contribute to technological advancement in healthcare. They argue that the sphere transgression framework can generate new challenges and opportunities for researchers to investigate and evaluate such transgressions in situ. https://lnkd.in/d7D7sGGm And I published a research paper on the Apple's ResearchKit software framework. Based on interviews with medical researchers in the Netherlands and the United States I reveal that researchers are not merely passive recipients of sphere transgressions; they respond to Big Tech's initiatives in a variety of ways. As Big Tech becomes increasingly powerful in fields where it has not traditionally operated—like health and medicine, education, and law—what are the risks? How should we think about these developments? The special issue that Marthe Stevens, Tamar Sharon, and I put together (during my time at iHub) for 𝐼𝑛𝑓𝑜𝑟𝑚𝑎𝑡𝑖𝑜𝑛, 𝐶𝑜𝑚𝑚𝑢𝑛𝑖𝑐𝑎𝑡𝑖𝑜𝑛, & 𝑆𝑜𝑐𝑖𝑒𝑡𝑦 addresses these questions and is out now! While existing theoretical frameworks—often revolving around privacy and data protection, or market and platform power—have shed light on important aspects of Big Tech expansionism, there are other risks that these frameworks cannot fully capture. In response, we propose an alternative theoretical framework based on the notion of 𝗌𝗉𝗁𝖾𝗋𝖾 𝗍𝗋𝖺𝗇𝗌𝗀𝗋𝖾𝗌𝗌𝗂𝗈𝗇𝗌, which draws on political philosopher Michael Walzer's theory of justice. Our editorial introduces the sphere transgressions framework and outlines its potential to generate novel research questions. Finally, our editorial introduces the eight articles and one commentary included in the special issue from a group of interdisciplinary scholars, which critically examine Big Tech expansionism either by reflecting on it from the perspective of different societal spheres (e.g., education, law, health and medicine), or by engaging with the sphere transgressions framework itself.

As a member of Colorado Technology Association's Policy Committee, speaking on behalf of our tech community and startups is very important to me, my company Iterate.ai , and our customers. Educating our legislators is mission-critical. Passing laws that inhibit R&D and discourage startups will move invention and startup activities to countries like China and India. Initiatives related to healthcare, climate, national and company security, education, transportation, and many more will benefit from AI. AI will be a catalyst to economic growth for the next few decades (see the graph in the comments). If we are overly-restrictive -- discouraging companies (big and small) from inventing and deploying AI -- then entrepreneurs / intrapreneurs in other geographies will reap the rewards and control the outcomes. If we aren't careful when passing laws, we could put our whole country at a major disadvantage (not to mention our state, Colorado). The current AI bill will impact developers or AI -- AND users (deployers) of AI. Deployers will be virtually every company, not to mention every person (at home and at work). While we want to be fair and unbiased (for sure), we need to be careful about unintended consequences of legislation. The European Commission published a foresight report on the future of Big Tech in Europe, focusing on implications for research and innovation (R&I). The publication follows a scenario-based approach, from which it draws different conclusions formulating policy recommendations concerning the EU’s R&I policy. The policy brief projects scenarios as far as 2040. The report then presents four different scenarios, showing how some current trends around Big Tech could develop over the next two decades. These scenarios are presented without any reference to desirability or likelihood, solely serving as strategic habitats for deriving policy options. This approach aims to show how EU policies might have to be changed to avoid or anticipate some of the outcomes described in the respective scenarios. The main conclusions of this report, outlined as policy recommendations cross cutting all scenarios mentioned, are that the European Union must prioritise developing its own tech leaders alongside regulatory efforts. The report suggests benchmarking EU and national R&I budgets against both historical performance and strategies employed by global tech giants.
