Something about the Grants Pass ruling on Friday has me puzzled and I am hoping one/more of my LinkedIN contacts can help clear the air - the petitions/decision notes the 2019 Grants Pass point-in-time count reflected 602 persons as homeless vs a 2020 population of ~38k (over 1.5% of the population) - can that be right? By comparison, Indianapolis's 2019 point-in-time count showed 1,567 persons vs a population of 887k (0.17%) - if you take out the effect of UniGov and count only the population in the IPS boundaries (313k), it is about 0.5%. Nationally, the 2019 point-in-time count was 567k vs population of 329.5mm, or 0.17%. We can argue all day long whether HUD's point-in-time count is the best measurement tool, but how does Grants Pass end up being such an outlier (by a factor of ~3x to ~10x, depending on which comparison you want to use)?
