A safe system approach is not complete without appropriate speed limits. It why I’m proud that in the Netherlands, after years of careful considerations, we now have a new road category that is suitable for multimodal traffic in urban environments. A big positive step forwards after all, safe speeds do save lives. After years of successful experience with 30km/h zones in residential zones and pedestrian and cycle dominated areas we now too have possibilities to create a road network with multimodal access roads with fitting speed limits of 30km/h. Royal HaskoningDHV has now got the experience to analyse and design a road network from a holistic view which considers the interest of various stakeholders and perspectives, such as the public transport impacts, the cycle and pedestrian community and driver behaviour. 𝗜𝘀 𝗟𝗼𝘄𝗲𝗿𝗶𝗻𝗴 𝗦𝗽𝗲𝗲𝗱 𝗟𝗶𝗺𝗶𝘁𝘀 𝘁𝗼 𝟯𝟬 𝗸𝗺/𝗵 𝗪𝗼𝗿𝘁𝗵 𝘁𝗵𝗲 𝗖𝗼𝘀𝘁𝘀? As our cities grow more congested, implementing city-wide speed limits to 30 km/h might seem counterintuitive when the goal is to create a faster, safer, and more efficient transportation system. But how does this fit into the bigger picture? Numerous studies show that reducing speed limits to 30 km/h brings a wide range of benefits: 🌱 Lower Pollution 🚑 Fewer Accidents 🚴♂️ More Competitive, Bicycle- and Pedestrian-Friendly Environments But how can policymakers justify this change? At Royal HaskoningDHV, we have extensive experience in transportation modelling, design and applying Social Cost-Benefit Analysis #SCBA to 30 km/h measures. Based on our experience, although vehicular traffic may face a slight delay of just a few seconds, the benefits in terms of air quality, modal rebalancing, traffic safety and public health far outweigh these costs 💰. However, to achieve the desired outcome, it is crucial to strike the right balance between traffic flow and safety measures. Effective planning and precise implementation ensure that the benefits of reduced speed limits are fully realized without compromising the efficiency of the transportation network. By integrating planning, design, and evaluation, we work hand in hand with our clients to 𝗘𝗻𝗵𝗮𝗻𝗰𝗲 𝗦𝗼𝗰𝗶𝗲𝘁𝘆 𝗧𝗼𝗴𝗲𝘁𝗵𝗲𝗿. This commitment is exemplified by our successful collaboration with the Gemeente Nijmegen. For instance, we employed a data-driven approach to implement a 30 km/h speed limit on the new area access road, known as the #GOW30. A tool developed by Royal HaskoningDHV in partnership with Cyclomedia provided valuable insights into the design, function, and usage of the road network. This enabled informed decisions for optimal road categorization. The tool has been rigorously tested and successfully implemented in collaboration with the municipality of Nijmegen. Our Tertu #TimberRail timber-clad vehicle restraint system barrier not only complements natural surroundings aesthetically, but also contributes to a greener environment.🌍♻️ Tertu has invested in researching the system's carbon footprint, using the ADEME greenhouse gas emissions calculation methodology, along with EcoTree International data to quantify the scope 3 emissions from the timber used to manufacture the system. The results show that several products in the range are not just carbon neutral but carbon negative! For example, the Tertu TimberRail N1 system has a carbon footprint of -6.7kg, whereas an equivalent MVL (concrete) N1 barrier has a carbon footprint of +83.6kg. Meanwhile, our Tertu TimberRail T18 timber-clad barrier has a carbon footprint of -2.3kg, while a GRC (steel) equivalent has a carbon footprint of +38.5kg. ✅ Bonus: there are #UKCA marked systems available within the range too.
