At the India Today Conclave held in New Delhi , Anjana Om Kashyap asked a question which is much loved by the leftist bastion to the Union Minister of Finance and Corporate Affairs Nirmala Sitharaman . She asked why is it that when opposition government give away schemes to the public its called "freebies" and when the Bhartiya Janta Party (BJP) led governments do it , its called welfare schemes. *Hon’ble Rajasthan REAT* in Renu Singhal v. Indian Railway Welfare Organization in Appeal Number: 70/2023, decided on 24-Sep-24 held that a bare perusal of Section 13 read with Section 19 of the RERA Act, 2016, *it is the only duty of the promoter to execute “Agreement to Sale”, if more than 10% cost of the apartment has been accepted.* Section 19(1) provides that the allottee shall be entitled to obtain the information relating to sanctioned plans etc. including the information as per the “Agreement to Sale” signed with the promoter. *It is not the duty of the allottee to seek the “Agreement to Sale” executed, rather allottee has right to obtain information as desired under Section 13 of the Act of 2016,* regarding the “Agreement”, and the promoter is duty bound to get the “Agreement to Sale” executed in compliance of Section 13 of the Act of 2016. #caselaws  #reralaws #judgment  #rajreat #rajrera

A ground report from an Uttar Pradesh state village in India showing how various schemes from the central government by Mr. Modi has benefited the rural households in terms of getting access to housing / cooking gas / toilets in some instances while still deeply affected by the corruption at local levels where local heads demand money to pass welfare benefits depriving poor from access to these schemes. This is how deep rural poor India looks like for those unaware. Uttar Pradesh is the most populous and poorest state in India with a population of almost 250 million. Corruption at local levels is a massive problem in India that prevents many developments at ground root level and more awareness in people for demanding their rights is the only solution for improving the conditions. There are a few startups in India such as Haqdarshak who are trying to bring a model by letting villagers have awareness about various government schemes through their community workers and I hope such startups can address the corruption issues which prevent access of these schemes for the benefits of the villagers to transform ground roots of India. In the recently held Maharashtra and Jharkhand assembly polls, the women -targeted welfare schemes aimed at providing Rs, 1000- Rs, 1500 per month to eligible beneficiaries have paid rich political dividends by helping reelect ruling parties in these states. As things stand today, 14 states now have income transfer schemes that cover roughly a fifth of India's adult female population, with an annualised spend of Rs 2 lakh crore. While the multiplier effect of government transfers, in terms of putting more money into the hands of households and stimulating private consumption expenditure cannot be overlooked,these payments should be ideally pegged at levels offering a modicum of protection against inflation without undermining or crowding-out incentives to work. Moreover, care must be taken to ensure cash transfers cannot be allowed to emerge as an alternative to building state capacity.
