Sharing my takeaway from the University of North Carolina Wilmington (UNCW) Cybersecurity Symposium I attended last week in Wilmington, NC. Eric Adams from the US Secret Service was the primary speaker, with the main topic being Business Email Compromise (#BEC). I've included a reference to BEC for those new to the topic. From a federal response perspective, I've thought the FBI was the only avenue. Apparently the Secret Service is an alternative. One recent example was a business presented with a #fraudulent business opportunity. Several fake Zoom meetings presented the opportunity. The victim wired the money once convinced. The scenario highlighted the need to complement electronic transactions with face-to-face. In the age of #generativeAI, you never know what machine you are talking to. Highlights: 1. Report early - 96% recovery if reported < 36 hours, drops to 30% 2. Top Impact - 21,489 cases covering $2.9B reported to FBI's IC3 3. #MoneyLaundering / #Fraud is lion share of the financial impact 4. Here are some takeaways: Almost 2.7 billion records were leaked on a hacking forum, exposing names, social security numbers, all known physical addresses & possible aliases A threat actor known as USDoD claimed to be selling 2.9 billion records containing the personal data of people in the US, UK, and Canada; data was allegedly stolen from National Public Data, attempting to sell the data for $3.5 billion Since April, various threat actors have released partial copies, with each leak sharing a different records and data On Aug 6, a threat actor (Fenice) leaked the complete version for free on the Breached hacking forum, but said the breach was conducted by "SXUL," rather than USDoD Each record includes a person's name, mailing addresses & SSN, with some including more, like other names associated with the person; none of it is encrypted People may have multiple records, one for each address they’re known to have lived, which means this didn’t impact 3 billion people as reported in many articles Some said their SSNs were associated with people they don't know, so not all the information is accurate This data may be outdated, as it does not contain current addresses as checked by Bleeping Computer,* possibly indicating it was taken from an old backup.
