I recently spoke to the team at the The Conafay Group, and one of the topics that came up was Federally Funded Research and Development Centers (FFRDCs). ⤷ What are they? ⤷ How do they actually work? ⤷ Can an agency award contracts to an FFRDC? Fortunately, I gained an understanding of FFRDCs during my time at the Biomedical Advanced Research and Development Authority (BARDA) under the U.S. Department of Health and Human Services (HHS). Below is a quick breakdown of FFRDCs: 𝐖𝐡𝐚𝐭 𝐚𝐫𝐞 𝐭𝐡𝐞𝐲? · An activity sponsored under a charter by an agency (or multiple agencies) for the purpose of performing, analyzing, integrating, supporting, and/or managing basic or applied research and/or development... 𝘢𝘯𝘥 receives 70% or more of its financial support from the government. 𝐇𝐨𝐰 𝐝𝐨 𝐭𝐡𝐞𝐲 𝐚𝐜𝐭𝐮𝐚𝐥𝐥𝐲 𝐰𝐨𝐫𝐤? · Charter dictates the governance of the FFRDC between the Primary Sponsor and any other Sponsor(s). · 𝘚𝘱𝘰𝘯𝘴𝘰𝘳 = agency which manages, administers, monitors, funds, and is responsible for the overall use of an FFRDC. Multiple agency sponsorship is possible so long as an agency agrees to act as a Primary Sponsor under the charter. · 𝘕𝘰𝘯𝘴𝘱𝘰𝘯𝘴𝘰𝘳 = any organization, in or outside the Government, which funds specific work to be performed by the FFRDC and is not a party to the charter. · Most, or all, of the facilities are owned or funded by the government. · The FFRDC has access to government and supplier data, employees, and facilities beyond that which is common in a normal contractual relationship. 𝐂𝐚𝐧 𝐚𝐧 𝐚𝐠𝐞𝐧𝐜𝐲 𝐚𝐰𝐚𝐫𝐝 𝐜𝐨𝐧𝐭𝐫𝐚𝐜𝐭𝐬 𝐭𝐨 𝐚𝐧 𝐅𝐅𝐑𝐃𝐂? · Yes! So long as the charter allows for it. FFRDCs are autonomous organizations that can be operated by universities, consortia of universities, nonprofit organizations, or even industrial firms.
