On behalf of the Asian Consulting Group’s Board of Directors led by our Founder Mr. Mon Abrea and Management Team, the Board of Directors Sec Mon Lopez, Sir Santi Dumlao, Atty Jelyn Loja, Joe Magsaysay, Bong Aspe & Management led by Hazel Mendoza: It is my honor to welcome you today as Conference Chair to the 2024 International Tax and Investment Conference. This year’s theme, “Breaking Barriers in the Digital Economy” aims to educate us with various local and global regulations that affect our lives, our businesses and our economies as a whole. Some of these regulations are - Ease of Paying Taxes Act (EOPT) RA 11976, signed January 5, 2024 - Ease of Doing Business Law, RA11032 - OECD Pillar Two - a key part of the OECD/ G20 BEPS Project is addressing the tax challenges arising from the digitalization and globalization of the economy. The Global Minimum Tax, together with the Subject to Tax Rule, constitutes the Second pillar of the Two-Pillar Solution developed to address those challenges. The rapid advancement of technology has unleashed unprecedented opportunities for businesses and economies around the world. We recognize the pivotal role of the digital economy in reshaping our global economic landscape. However, it has also brought about complex challenges that demand our attention and collective action. As we navigate the complexities of the digital economy, we must strive to break down barriers that impede inclusive growth, innovation, and sustainable development. In this evolving digital age,we are faced with the imperative to adapt our tax and investment frameworks to align with the digital ecosystem. We must work together to develop international tax policies and investment strategies that are responsive to the interconnected nature of the digital world. As we engage in discussions and deliberations over the course of this conference, let us remain steadfast in our commitment to fostering inclusivity, and creating a conducive environment for digital innovation and investment. The American Chamber of Commerce in Montenegro organized the traditional discussion "Openly with the Prime Minister," which focused on the most important issues for the business community and the opportunities and challenges facing Montenegro. The Government has drafted a new Fiscal Strategy, which is a key document, among other things, for all foreign investors. One of its main segments will focus on further reducing taxes and contributions on labor, announced Prime Minister Milojko Spajić during the event. As announced, the Government also intends to take the issue of the grey and black economy very seriously, which means lost revenues for the state and the healthy part of the economy. When asked whether the Government is considering creating an incentive regulatory framework to facilitate strategic investments, Spajić replied that the past year was not a source of pride in terms of foreign direct investment. Still, some optimism is reflected in the increasing interest of foreign investors, especially American ones. Regarding which industries increased investments would benefit Montenegro's economic growth, Spajić mentioned medical tourism, energy, especially green technologies, and ICT technology. The Prime Minister believes that Montenegro can be a regional center for ICT. The three main priorities of this Government will be the rule of law, full membership in the EU, and exponential economic growth. "We firmly believe that through the synergy of the entire society, Montenegro will become the 28th member of the European Union (EU) in 2028. Also, I will announce that we are preparing a law related to strategic investments, which will identify key projects and facilitate investors with long-term intentions to invest in Montenegro," said Spajić. #investinmontenegro #fiscalpolicy #fdi #goldengroup
