A RICKENBACKER PLAN: A draft of a master plan for the Rickenbacker Causeway, the only link of Key Biscayne with the rest of Miami-Dade County, is to be presented in Key Biscayne’s Community Center on Dec. 4. The county’s Department of Transportation and Public Works and Village of Key Biscayne staff will deal with the village’s hot-button concern at 6 p.m. in the community center’s Lighthouse Room. Objectives, according to an announcement, are to improve traffic flow, reduce traffic congestion during Virginia Key events, separate bicycles from pedestrian traffic, and develop high-quality environmentally resilient facilities. Antioch Council approves $177 million 5-Year Capital Improvement Program. The main points of the #AntiochCityCouncil meeting on June 25, 2024, are: 1. Adoption of a 5-Year Capital Improvement Program (CIP) for 2024-29: - Total budget of $176.85 million - Major allocations include $52.9 million for Roadway Improvements and $45.8 million for the Water System - The largest single project is $20.629 million for L Street Improvements - Funding sources include enterprise funds, special revenue funds, grants, and loans 2. Agreement to move forward on future votes for: - Additional street cameras (currently 130, proposing to add another 130) - An ordinance requiring 70% native plant species in new developments and on city property 3. Resolution to oppose the closure of the Antioch Amtrak station: - Council agreed to bring back a resolution for vote on July 23rd - Emphasis on including language that the city was not consulted on the closure decision 4. Maintenance of historic murals: - Thorpe and Councilwoman Ogorchock agreed on the need to maintain city-owned murals - Discussion on repairing weathered murals and maintaining utility box art 5. In the current climate, where many local councils are choosing to switch off or dim their streetlights, this is a rare example going the other way - where a previously gloom street gets street lights put in for the first time. The verdict is clear - local residents want adequate street lighting. Rather than compromising on this need to save on cost or energy usage, we would strongly encourage councils to consider our cost-effective, eco-friendly street lighting options. Wherever we live across the state, we want our communities to be inclusive and vibrant. Our transportation system plays a key role in making that happen. Can innovative public-private partnerships urbanize a "stroad" (the monstrous hybrid of a "road" designed for high-speed mobility and land-uses of a "street" designed to provide access to businesses and residences that results in clogged commercial strip corridors)? Case Study #25 is doing just that over a 4-mile stretch and is one of the most ambitious retrofits we've seen. You'll have to read the full case study to understand how, especially those of you in the growing number of states that are allowing commercial properties to be redeveloped with affordable housing by right.
The 25th post in my "32 days of Case Studies in Retrofitting Suburbia" project. Case Study II.25: White Flint and the Pike District, Montgomery County, MD, USA In Montgomery County, north of Washington, DC, multiple property owners agreed to build public streets on their private land to create a walkable street network intended to cut the percentage of automobile trips in half. First this happened over a 430-acre area bookended by a dead mall and a moribund strip shopping center. Then the model was extended over 4 miles of sprawling development along Rockville Pike, and 8-lane state road. Entities from both public and private sectors collaborated on this ambitious, large-scale corridor retrofit. Strong champions and partnerships on both sides argued for the value of leveraging existing Metrorail stations to anchor multiple new transit-oriented developments (TODs). They came up with unique financing mechanisms for establishing the finer-grain street network, increasing the tree canopy, installing stormwater management, and gradually shifting trips from cars to transit.
