Bollinger Shipyards (“Bollinger”) recently delivered the USCGC David Duren to the U.S. Coast Guard in Key West, Florida. This is the 182nd vessel Bollinger has delivered to the U.S. Coast Guard over a 35-year period and the 56th Fast Response Cutter (“FRC”) delivered under the current program. The USCGC David Duren will be the first of three FRCs to be homeported in Sector Columbia River, which is known as “The Protectors of the Pacific Northwest.” The sector is responsible for coastal safety, security, and environmental protection, as well as protecting and securing vital infrastructure, rescuing mariners in peril at sea, enforcing federal law, maintaining navigable waterways, and responding to all hazards impacting the maritime transportation system along the Oregon coast. As the U.S. Congress continues to debate Fiscal Year 2024 government funding, the future of the Fast Response Cutter Program remains uncertain. While the House Homeland Security Appropriations Bill included funding for four new FRCs, the Senate bill did not include funding for any new vessels. The prospect for a year-long Continuing Resolution (CR) at last year’s funding level introduces a critical level of uncertainty, as funding levels continue to lag behind the meteoric rise in raw material and input costs. The Coast Guard’s Fiscal Year 2025 Budget to Congress includes procuring two more FRCs to provide increased Coast Guard presence and engagement with allied and partner countries in the Indo-Pacific region. #military #defense #defence #militaryleak https://lnkd.in/gGDhXdcw

On Friday, October 11th, 2024, a fire broke out aboard the German-flagged oil and chemical tanker Annika in the Baltic Sea, northeast of Kühlungsborn, Germany. The 73-meter-long vessel, carrying approximately 640 tons of oil, experienced a severe fire in the engine room. Immediate rescue efforts were initiated, and all seven crew members were safely evacuated by the rescue boat WILMA SIKORSKI shortly after 10 a.m. local time. Several rescue and firefighting assets, including the rescue cruiser ARKONA, the offshore tugboat Baltic, and the multi-purpose ship Arkona, were dispatched to the scene. However, firefighting efforts continued throughout the day as the engine room remained ablaze. As of 3:28 p.m., authorities decided to tow the Annika* to Rostock, where firefighting operations would be more manageable at a land berth. The incident occurred in the Bay of Mecklenburg, approximately 4.5 kilometers from the German coast. Precautionary measures were swiftly taken, closing both the surrounding sea area and airspace within a 3-nautical mile radius to ensure the safety of maritime and aviation traffic. Germany's Federal Accident Command has assumed control of the incident's management, with ongoing efforts to monitor the condition of the *Annika*, currently assessed as stable. The initial response was coordinated by the Maritime Rescue Coordination Centre (MRCC) Bremen, under the German Society for the Rescue of Shipwrecked (DGzRS). Effective 8:00 pm EST on August 5th, 2024, Coast Guard Captain of the Port (COTP) Charleston, South Carolina set Port Condition YANKEE for coastal South Carolina. Threatening winds (34 kts/39 mph) from Tropical Storm DEBBY are possible along the coast of South Carolina within 24 hours. Port Status: Coastal South Carolina ports are open to outbound vessel traffic only. Commercial inbound vessels are restricted from entering the port, and are advised to seek an alternate destination unless expressly authorized by the COTP Charleston or a designated representative. All oceangoing commercial vessels and oceangoing barges greater than 500 gross currently in port should make preparations to get underway at this time. Vessels authorized by the COTP to remain in port shall, in accordance with their safe mooring, take appropriate precautionary measures to secure their vessels. Facilities shall follow their approved heavy weather plan and take all necessary precautions to adequately prepare for the forecasted conditions. Mariners are reminded that drawbridges may not be operating when sustained wind speeds reach 25 mph or when an evacuation is in progress.

In an essential training exercise aimed at enhancing readiness for wildfire emergencies, the New York Army National Guard practiced aerial water drops using Bambi Buckets this Monday. The training, part of an annual initiative by the state's MILITARY AND NAVAL AFFAIRS, NEW YORK DIVISION OF, took place at Colonie Town Park on North Schermerhorn Road. From noon to 4 p.m., helicopter crews demonstrated precision and skill as they skimmed the river’s surface to fill the Bambi Buckets, each holding 660 gallons of water, weighing nearly 2.8 tons, and then adeptly dropping the payload back into the river. This exercise is critical for preparing the crews to effectively combat wildfires by simulating the actual conditions and maneuvers used in fire suppression. The exercise zone was strategically set between the Twin Bridges and Route 9, ensuring a safe and controlled environment for the operation. The state’s Division of Military and Naval Affairs has planned additional sessions on the following days to ensure comprehensive training for all involved. Both pilots and ground crews participated in this operation, with ground crews handling the setup of the 260-pound orange collapsible buckets that are crucial in firefighting efforts. Forest rangers from the NYS Department of Environmental Conservation also played a vital role, guiding the helicopter crews to simulate fire locations. This training underscores the collaborative efforts between the New York Army National Guard and the Department of Environmental Conservation to maintain a high state of readiness for wildfire responses. Information sourced from Maritime Executive (see link below) details the following: The Argos Georgia, a 160-foot freezer longliner, experienced severe flooding approximately 200 miles east of Port Stanley on July 22nd, 2024. The crew of 27 was forced to abandon the ship due to deteriorating conditions. Despite search and rescue efforts by British Forces South Atlantic Islands (BFSAI) aircraft, patrol vessels, and good Samaritan fishing vessels, harsh weather conditions hampered rescue operations. As of July 23rd, reports indicate eight fatalities, fourteen survivors, and five crew members remain missing. Recommendations: Mariners in the vicinity of the Falkland Islands are advised to exercise caution and maintain increased vigilance. Vessels are encouraged to report any relevant information regarding the missing crew members to the Falkland Islands authorities. Additional Information: The cause of the flooding in the Argos Georgia is currently unknown. Search and rescue efforts are ongoing.
