Today Congress passed the Millennium Challenge Corporation Candidate Country Reform Act, empowering the Millennium Challenge Corporation to bring its development tools to diverse regions of the world and create new opportunities for democracies to thrive. By redefining MCC’s candidate country pool, the legislation allows the agency to apply its rigorous partnership selection model to 33 additional countries that fall below the World Bank threshold for initiating the International Bank for Reconstruction and Development (IBRD) graduation process for Fiscal Year 2025. MCC’s time-tested and rules-based approach will remain grounded in a transparent and data-driven process. The MCC Candidate Country Reform Act adds geographical diversity to MCC’s proven model for fostering economic growth, inspiring good government, and promoting private sector investment.
