While many 9-1-1 centers have made significant progress on understanding and implementing resilience measures within the systems and locations they solely control to mitigate single points of failure, much work remains to ensure that service providers who support 9-1-1 appropriately communicate to their customers the measures they take to do the same. To be effective, both network resiliency and cybersecurity measures require engaged, trusted partnerships with effective two-way communication about mitigating risk at all levels of the OSI model relevant to the service. Service providers who fail to address this reality may see the competitive marketplace shift significantly as IP-services makes the ability to change providers a reality.
