In late November, the U.S. Army Corps of Engineers reduced water releases at Gavins Point Dam to the winter rate of about 90,000 gallons per second. This change affects Missouri River water levels, which can impact everything from drinking water supply to recreation, wildlife habitats and even ice conditions as winter sets in. The drought worsened with October’s runoff in the Missouri River basin above Sioux City, Iowa, at only 43% of the average. Over 95% of the basin is in drought, with conditions expected to persist or expand in the upper basin over the next month, while some improvement is likely in the lower basin. #GavinsPointDam #MissouriRiver #DroughtConditions

The upstream region of the basin is expected to get ~4" of rain over the next 3 days. Though there is always a chance that forecasted rain doesn’t materialize, we are fairly confident that drought conditions in the Potomac basin will be alleviated for at least several weeks, based on available information. **Hurricane Francine Update** Hurricane Francine has made landfall earlier than anticipated along the Central Coast of Louisiana, bringing sustained winds of 100 mph. It has reached land as a Category 2 hurricane and is projected to move inland on a northeast trajectory between the harbors of New Orleans and Baton Rouge. **Industry Updates:** **U.S. Army Corps of Engineers:** The Corps is coordinating arrangements to deploy personnel to assess conditions at Southwest Pass and Venice tomorrow, contingent upon safety assessments. **U.S. Coast Guard:** Current Port Condition: Zulu. Vessel movements are currently prohibited on the Mississippi River from the Sea Buoy to Mile 303. Efforts are underway to strategize the reopening of the river as soon as weather conditions permit. **Pilot Associations:** Pilots are on standby and prepared to commence vessel movements once conditions improve. Although it is still early, we remain optimistic that the Lower Mississippi River (LMR) will reopen to vessel navigation and resume vessel cargo operations by Friday, September 13, 2024, at the latest.

U.S. Army Corps Approves $68 Million Interest Forgiveness for Key SELA Flood Control Project! In a significant victory for Louisiana’s ongoing flood protection and resilience efforts, the U.S. Army Corps of Engineers (USACE) granted the Coastal Protection and Restoration Authority’s (CPRA) request for interest relief for the Southeast Louisiana Urban Flood Control Project (SELA). This renegotiation is set to deliver an estimated $68 million in interest savings, allowing CPRA to redirect funds toward critical flood risk reduction projects in Orleans and Jefferson Parishes. Steve Roscovius, U.S. Army Corps of Engineers, Mobile District residential engineer currently serving as the USACE Task Force water team leader in North Carolina, provides discusses the North Fork turbidity reduction system near Asheville, North Carolina, Dec. 9. USACE is working with the city of Asheville and Buncombe County to provide safe drinking water to the community by reducing the amount of turbidity, or sediment, within the reservoir. The Corps of Engineers is working in partnership with local, state and federal agencies, to include the Federal Emergency Management Agency, in response to the historic flooding from Hurricane Helene. Current efforts include removing debris from the cities of Asheville, Lake Lure and Chimney Rock, North Carolina; Buncombe, Polk and McDowell counties; as well as Lake Lure, North Carolina Arboretum and the Highlands Recreation Area in Macon County. In addition to removing debris. USACE is also working with the city of Asheville and Buncombe County to provide safe drinking water.

Eight Sofar Spotter buoys were airdropped in the path of Hurricane Milton today to make direct, real-time observations of the extreme conditions generated by the storm. Ground truth data collected by the Spotters (easternmost yellow pentagons) will support efforts by coastal communities and government agencies — including the National Hurricane Center — to forecast and prepare for the storm. The Spotters are expected to drift closest to Hurricane Milton late Wednesday / early Thursday before the storm makes landfall in the Tampa Bay region. To the north, a dozen Spotters deployed ahead of Hurricane Helene remain active. The U.S. Naval Research Laboratory Scientific Development Squadron VXS-1 deployed the eight Spotters, along with microSWIFTs and A-DWSDs, as part of the National Oceanographic Partnership Program (NOPP) Hurricane Coastal Impacts Project (NHCI).
