Agree. Exactly the same happens when somebody wants to "keep" a deep navigation channel, all year round, in an "estuarine" environment, ignoring seasonal conditions: A happy international contractor agrees to dredge it. A few weeks later, everybody is "disapointed", depths remain unchanged, "as usual", but: taxpayers have to pay the bill
I remember the same in Singapore where the developer wanted soft white beach sand like they had seen in Hawaii. The thing is Singapore sand is imported from the regions and nowhere do they have coral sand like Hawaii so they had to make do with quartz sand instead. Best to do your research before specifying the unobtainable.
