This week an update and discussion on denial of shipment (DoS; or conversely, the facilitation of safe and secure transport), took place at the IAEA, during the joint session of the Transport Safety Standards Committee (TRANSSC), Radiation Safety Standards Committee (RASSC), and Nuclear Security Guidance Committee (NSGC). The room was packed with national regulators, UN organisations, and industry observers, providing a broad spectrum in the audience. The discussion led to more involvement in the Denial of Shipment Working Group being encouraged. The principal next meetings related to DoS will be: * 15-18 July: Open-Ended Meeting of Legal and Technical Experts on the Draft Code of Conduct on the Facilitation of Safe and Secure Transport of Radioactive Material. * 2-6 December: 4th meeting of the Denial of Shipment Working Group. #iaea #transportofradioactivematerial #denialofshipment #facilitationofsafeandsecuretransport

AWE today announced the launch of a Prior Information Notice (PIN) for construction supply chain support required to deliver its Future Materials Campus (FMC) programme. FMC will develop the UK’s domestic capabilities across defence, construction, technology and more. Partners joining this infrastructure programme will play their part in the nuclear defence national endeavour and security of the UK. La FIN d'EDF? COUR DE COMPTES STEPS IN: "Focus on La France". Is this the sad end to an EPR at Sizewell C, as Hinkley Point C costs have doubled or more on the two EPRs there? For Americans, imagine the GAO with SCOTUS Authority... The Cour de Comptes as a French Institution goes back to the profligate spending on Versailles by an unrepentant Monarch. Napoleon modified it in 1807, but its supreme authority remains. The Cour de Comptes sternly blames cost uncertainties and wants EDF to focus on French priorities, rather than building reactors overseas. France must now replace 8 to 14 of their current 60 GW fleet, now more than 40 years old. The Cour does not want EDF building plants overseas and running over budgets, creating unfunded liabilities. The UK cannot fund Sizewell C alone, especially as the HPC costs have soared. Spending >L50 BILLION on 3.2 GWs (about $15 billion per GW!) is exorbitant. Any factory built SMR design could easily beat that cost schedule.

This reform marks a crucial turning point, as ASRAN becomes an autonomous public entity, endowed with legal personality and independent funding. It will be placed under the technical supervision of the Ministry of Scientific Research and the financial oversight of the Ministry of Finance. What does this mean? 1. #Strengthened Oversight: ASRAN will be responsible for radiological safety, nuclear security, and the implementation of guarantees. This includes crucial missions such as raising public awareness about radiological risks. 2. #Expanded Powers: The Authority will have the power to investigate, access data from users of ionizing radiation sources, and issue binding injunctions and standards for all stakeholders, both public and private. 3. #Independence and #Transparency: By being independent of users and operators, ASRAN ensures impartial and rigorous oversight, which is essential for the safety of our society. Large data centers: Similar emphasis on reliability, redundancy, and robust security measures. 7. Industrial research facilities: Both conduct experimental work and require specialized equipment and safety protocols. 8. Military installations: Both have high security measures, access controls, and emergency response plans. This was the very first task of Masters for me. We were given a short period of time to create a market area based in Barrow-in-Furness, England. Known locally as the town that has a rich ship building history, which still continues to this day, however in the form of nuclear powered submarines. The design was inspired by a ship propeller in motion.
