From the most effective to the least effective, this systematic framework goes in order by: Elimination: Physically remove the hazard... can't remove the hazard? ↓ Substitution: Replace the hazard... ok, so it can't be replaced either? ↓ Engineering controls: Isolate people from the hazard or create a change in the workplace to reduce the impact of fire risk... ok, so the hazard is part of the working environment and workers cannot be isolated? ↓ Administrative controls: Change the way people work... ok, but still, requires additional safety to prevent injuries or even death. ↓ PPE: Protect the worker with personal protective equipment.
