A total of 131 building plans valued at N$375.0 million were approved by the City of Windhoek in September, which is a month-on-month decline of 34.8% or 70 units from the 201 approvals in August. According to analysts, September’s approvals, valued at N$375.0 million, constituted the highest monthly amount approved since September 2019. This increase in value was driven by the approval of commercial and industrial plans to the value of N$264.0 million. In 2024, 1,423 building plans valued at N$1.62 billion have been approved thus far, indicating 1.9% or 27 units decrease in the number of approvals over the same period last year, but also indicating a 56.7% increase in terms of value.

Project Spotlight: Technicrete’s Enviro-Wall Retaining System at The Eldoraigne Village Retirement Centre 🌧️ When an effective stormwater attenuation solution was needed for the Eldoraigne Village Retirement Centre in Zwartkops, Technicrete’s Enviro-Wall Retaining Wall System was specified by the engineer as the preferred choice. Situated on a sloping hillside with extensive paving, the site faced challenges with natural stormwater infiltration. To manage peak rainwater and runoff, an attenuation pond was designed at the lowest point of the site, with Technicrete’s Enviro-Wall System constructed as the supporting walls. This solution ensures a slow and steady discharge into the municipal system, preventing flooding and keeping the infrastructure safe. Wimpie Heenop, Project Manager at Kazan Construction, shared his experience: “This was our first time working on an attenuation pond water retention system. Technicrete’s technical support was invaluable, helping us install the Enviro-wall blocks to a high standard. The site engineer is extremely satisfied with the finished product.” A total of ten thousand 275mm x 300mm blocks were used in the project. Cement Concrete & Aggregates Australia CEO Michael Kilgariff spoke at today’s Victorian Transport Infrastructure Conference. He highlighted that every Australian needs 8 tonnes of stone, sand, gravel, and cement annually to support essential infrastructure like transport, energy, water, housing, defence, and social projects. Consider this: a new home uses 100 tonnes of aggregates and 50m³ of concrete. High-rise buildings require 1,000 tonnes of aggregate per floor, and highways like North East Link need 14,000 tonnes of aggregate per km. Yet, the industry faces growing demand and shrinking accessible supply. Efficient logistics are crucial, with transport costs comprising 25% of final material prices. Proximity to projects can significantly cut these costs. Michael Kilgariff also discussed the red tape barriers to new supply. The Infrastructure Australia 2023 Infrastructure Market Capacity Report highlights that long approval times for quarries (5-10 years) leads to shortages, forcing materials to travel longer distances. IA identified the Victorian Quarry Approvals Coordinator as a model for other states.
