The annual International Roadcheck is upon us, taking place from May 14-16. This event, orchestrated by the Commercial Vehicle Safety Alliance (CVSA), aims to ensure that commercial vehicles and their drivers comply with safety regulations. During the three-day blitz, inspectors across the country will examine commercial vehicles for safety compliance, focusing this year particularly on drug and alcohol regulations and the functionality of tractor and trailer protection valves. This annual initiative is dedicated to improving driving behaviors through education, enforcement, and interaction with law enforcement. It's a fairly common occurrence for regulated drivers to simultaneously work for multiple motor carriers, particularly in segments like driveaway/towaway. This creates some regulatory complications in areas like driver qualification and hours-of-service. Sections 391.63 and .65 of the Federal Motor Carrier Safety Regulations offer some qualification-related leeway to carriers that engage multiple-employer drivers. If you're a property-carrying motor carrier or driver, you're undoubtedly familiar with the so-called 14-hour rule, which requires commercial drivers to complete all their driving activities within the first 14 hours of first coming on duty following a 10 consecutive hour off-duty break. What you might not know, however, is that the regulations contain an exemption that authorizes property-carrying drivers to extend the 14-hour time window to 16 hours in limited circumstances. In fact, there are two such exemptions, both of which appear in 49 CFR 395.1. Sections 391.63 and .65 of the Federal Motor Carrier Safety Regulations offer regulated fleets some leeway when it comes to qualifying so-called "multiple-employer drivers" and drivers furnished by other motor carriers. More specifically, the regulations offers some shortcuts to the standard driver qualification processes like applications, previous employer safety performance history requests, etc. for drivers who qualify for the exemptions. Back in my early days behind the wheel of a big rig, I recall the mixed views on seat belt usage among fellow drivers. It’s heartening to see a focused effort to gather data directly from 1,060 truck drivers across the U.S., aiming to craft more effective safety communications and interventions. Why do some truckers skip the buckle? 🤔 Is it comfort, habit, or something else? I remember discussions during long hauls where some seasoned drivers felt seat belts were more restrictive than protective. It's crucial we address these perceptions for everyone's safety.
