To improve early childhood systems, policymakers need effective models but often overlook local communities and practitioners due to inadequate funding. In 2014, New America began examining how California communities, specifically Oakland, Fresno, and East San Jose—were reforming early childhood systems and enhancing teacher training. Their multi-year study highlighted the impact of local investment and identified three key policy principles, or "golden rules," to guide grant-making for systems change in early care and education.
