Building off Wednesday’s announcement of EPA’s label program, a major part of Phase 1 is the evaluation of PCRs for any material category that seeks to be apart of the carbon labeling program. To do this, the EPA’s PCR Criteria has been finalized and will be used to determine the status of PCRs in order to establish a set level of data quality across all material categories.
The EPA’s PCR Criteria is split into 3 levels of criteria: Baseline, Baseline effective January 1st 2026, and Leadership. In order for PCRs and their associated material category to be used for the labeling program, a PCR must conform to the baseline set of criteria. These criteria are split into 3 sections relating to the PCR’s Scope, LCAs in PCRs, and the Specification of Data. In addition to these 3 sections, we have also provided substantial appendixes that support various aspects of the Criteria.
Substantial input was provided during the development process of the PCR Criteria from the USDA, United States Department of Defense, U.S. Department of Energy (DOE), Federal Highway Administration, GSA, and numerous national labs and EPA offices. The insight provided by these federal partners was key in ensuring that the EPDs from the resulting PCRs could enable procurement decisions by federal agencies.
