Last week SOFWERX, in collaboration with USSOCOM’s Directorate of Science and Technology (S&T) Futures and UK Strategic Command, played host to the fifteenth Innovation Foundry event (IF15) @ BT HQ London. As the 2nd international event in the series, IF15 shortlisted 60 individuals from UK/US military practitioners, industry, academia, national laboratories, and futurists from 500 applicants to explore and ideate around future scenarios and missions. The theme of IF15, ‘Smart Cities – Future Challenges for SOF’ explored the challenges of physical and remote SOF operations in a range of future complex smart city scenarios. S&T Futures has developed and refined a unique process, the Innovation Cycle, to engage technology pioneers and leaders, and to discover and develop high risk, innovative, and disruptive technologies for future on-boarding. This Innovation Foundry is the first phase of the Innovation Cycle and was focused on idea generation. Deliverables for the IF15 event include preliminary capability concepts targeting the defined problem areas which may impact SOF and operations in the 2035 timeframe in interconnected smart cities. This event will be followed by 1) a Rapid Capability Assessment (RCA) to further develop the preliminary capability concepts, and 2) a series of Integrated Technology Sprints (ITS), to demonstrate proofs of concept. I had the distinct pleasure of participating as a panel member with Federico Borsari, Florin Tomiuc, Marta Kepe, discussing Transforming C4ISR: The Impact of Emerging Technology and AI in NATO and the Implications for a Strengthened Alliance during the Defense Strategies Institute Integrated C4ISR Systems Symposium 21-22 Feb. The conversation focused on NATO’s top five challenges highlighted within the Atlantic Council’s 2023 publication, The Future of NATO C4ISR. NATO’s challenges are not unique: · Share more data and intelligence; · transform digitally; · implement new concepts, policies, and plans to clarify C4ISR requirements; · modernize, augment, and acquire capabilities to meet new C4ISR requirements; and · continue to invest in C4ISR interoperability, readiness, resilience, innovation, and adaptation. When asked, “Where do I see an opportunity for collaboration?” I responded that the most incredible opportunity resides in the commercial space. We can learn much from how our allies utilize the commercial space to support their national strategic security goals. C4ISR is about sensors and sense-making, and no national security apparatus can compete with the ubiquitous array of commercially available sensors. Defense Strategies Institute and Emily A. This report is unfortunate. Such a vitally important topic should be spared this kind of noise. Skip to page 17, the preceeding is fluff, and let me save you the time with a tl;Dr, the basic "how" for the 15 or so pages of vague "what" can be summarized as: 1. Inform/influence senior leaders to pressure subordinates through side channel non-process (i.e. steering group) 2. Create new budget activities for just two commodity areas that we happen to have heavy investments in 3. Funnel that BA to our startups via DIU 4. Don't ask questions Trust me, I know the role of think tanks in promoting agendas, but let’s be a little bit more productive than a little more subtle in how we promote those agendas in the future.

Enthused to share the final report of the CNAS Defense Tech Task Force. The report identifies common factors for successful tech adoption at the Defense Department: empowered people, leadership support, iterative design with end-user feedback (adopting agile methods), employing acquisition tradecraft (like CSOs), having a transition partner and securing the funding to scale. I’ve seen this work when I led the Defense Innovation Unit for 4 years and we brought 50 new capabilities to our warfighters. #SAS2024: NSIN Director Discusses Partnerships to Bring Disruptive Tech to Pentagon In an interview with GovCIO Media & Research, Kedar Pavgi, National Capital Regional Director for the NSIN - National Security Innovation Network, dives into the Defense Innovation Unit (DIU)'s collaborations with academia, private industry, and the DoD to integrate early-stage tech that can enhance national security. He highlighted the shift toward the new DIU 3.0 model, which emphasizes enhancing partnerships to scale tech that can bolster national defense. "Partnerships are the lifeblood of how NSIN works and really how DIU as a whole is going to work in moving into the DIU 3.0 model," he said. "Our programs are really designed to make sure that the research that's being done, from the very basic stage to deployment, finds a home and we're able to amplify it and actually make sure it's deployed to the folks who actually need it." 🚀💡 While the SOF Week Circus Rolls on- We Still Face The Defense Department's Innovation Challenge - Aligning on a Shared Mission 💪🌐 The Department of Defense has embarked on a remarkable journey, establishing a network of "defense innovation organizations" or DIOs over the past decade. These organizations, such as the Defense Innovation Unit, AFWERX, and SOFWERX, aim to accelerate the adoption of innovative commercial technologies, providing strategic advantages to our military. However, a recent RAND study has unveiled a critical issue - the lack of a shared understanding and mission among these DIOs. Instead of operating as a cohesive ecosystem, each organization pursues its own priorities and objectives, hindering collaboration and impeding the progress of promising technologies. The consequences are significant. Duplication of efforts, missed opportunities for collaboration, and an arduous path for groundbreaking technologies to reach full adoption by the military. It is clear that a change is needed. The study recommends that the DOD leadership takes charge by establishing an overarching strategy, policy, and guidance for these innovation efforts. By defining common goals, objectives, and metrics, we can ensure that all DIOs work collectively towards a shared mission. Clarity in roles and responsibilities is equally vital to avoid any gaps or overlaps between organizations. If the DOD truly wants to harness the full potential of its innovation ecosystem and gain strategic advantages, it is crucial to foster a coordinated and integrated approach. Communication of a shared sense of mission across all stakeholders will be key. It will be intriguing to witness whether the department acts upon this recommendation. Our students learned about how the ANT Center is a forward-looking research center seeking to identify and solve tomorrow's most challenging navigation and autonomous and cooperative control problems with a goal to develop navigation technology that ensures we can navigate anywhere, anytime, using anything. We are happy that all project #Partners are promoting INDY to a wide European audience, including industry specialists and national leaders. 📢 At the #EstMil.tech conference 2024, INDY's initiative drew the attention of a wide range of security experts, defence forces, and technology researchers. CAFA Tech's Shvea Järvet and Tanel Järvet presented the official INDY poster, followed by a watching of the project's video, which highlighted our accomplishments and dedication. ☀ INDY also shined at the Estonia's sTARTUp Day, where Tanel Järvet shared insights from his participation in #EDF defense technology projects. CAFA Tech introduced the European Defence Fund (#EDF) and Defence Hackathons (#EUDIS), highlighting activities influencing the defence scene.
