At the first Eastern Africa Dialogue Platform on #AnticipatoryAction, panelists from DG ECHO, Federal Government of Somalia, ARC Agency, UNOCHA and START Network discussed how we can better layer different financing streams to enhance the scale of #AnticipatoryAction in the region. A resounding agreement that we need pre-allocated funding to be part of government budgets to reduce risks before they turn into lives lost and economic losses.

A very important analysis! Completely corresponds with what I have been expieriencing for so many years. A former director of mine once said: "The opposite of well done is well intended"- could not agree more! This policy brief highlights the role that donor headquarters play in shaping the incentives and rules of the aid system, influencing implementing partner decisions, policies, and investments. It takes a deeper look at how some well-meaning policies can unexpectedly backfire, leading to new challenges, inefficiencies or in some cases, perpetuate conflict. I genuinely wish the best for this mission where #Kenya🇰🇪 graciously lends its support to #Haiti🇭🇹. However, beyond this, we must grasp the potential outcome of this African peacekeeping experiment in the Caribbean, which could be far worse than the tragic incident caused by the Gurkha forces due to a lack of foresight and planning. Kenyan forces lack experience in the current state of total chaos that #Haiti finds itself in today. I believe not even #France🇫🇷 could establish a semblance of order and security beneficial to the ordinary citizen. #Gangs funded by #drug #trafficking and #political #corruption have increased their firepower. These gangs no longer fight for territory among themselves; they now fight for #political #power. Today, Port-au-Prince resembles a mix of the worst aspects of 1990s #Mogadishu🇸🇴 and the most violent times of 1980s #Medellín🇨🇴. Ciudad Juarez🇲🇽 is a garden of roses compared to Cite du Soleil 🇭🇹 I hope they have Special Forces and creoles negotiators and communication back channels in place with all the players in case #kidnappings of Kenyan troops occur as soon as they arrive in #Haiti🇭🇹

"The problem that is overlooked" The autonomous regions are the root cause of Somalia's problems. They don't believe in a strong Somalia; instead, these regions are built on the basis of clanism. Somali people were told it's federalism, but in reality, these regions are confederate, where there exists one country with seven presidents, seven parliamentarians, and seven executive branches?. They are the roadblock to Somalia's development. If the central government takes any action, every state will declare independence. Is that federalism or confederation? These states must be abolished, or at least they should adopt a real form of federalism. The problem lies within these clan-based regions.
