It is important to understand that while the main purpose of a proposal is to secure funding for interventions, proposal documents also have other important functions, and to fulfill all these functions a proposal must be of high quality. Characteristics of a proposal are Funding - Proposals secure funding for. Proposals must convince funders that the needs identified are important and that has the capacity and appropriate approach to meet the needs, achieve good outcomes, and ensure accountability. Poor quality proposals or proposals submitted after the deadline may cause them to miss out on important funding opportunities. Draft – The proposal documents the draft of the project. A proposal must be more than just a sales pitch; high-quality results depend on high-quality project design and a needs-based approach. The proposal must have a sound design that ensures a positive impact on humanitarian needs while at the same time considering the long-term impact of the intervention in helping affected people recover. Implementation – The proposal serves as an important management tool for the implementation of the project. The proposal and budget must follow a clear logic and provide a good description of the activities and expected results to enable the project manager to execute the project. It also helps to identify the human resources required to carry out the project activities. Expected results and outcomes must be clear and achievable. Accountability - The proposal is the document that holds accountable for what it has delivered. The project manager must report on what has been put in the proposal. It is therefore important that the content is programmatically and financially feasible and can be implemented within the approved time frame.
