This is exciting news for the Sites Reservoir Project. Sites Project Authority Launches RFQ for Reservoir Development and Construction Maxwell, CA – The Sites Project Authority (Authority) launched a competitive procurement process with the release of a Request for Qualifications (RFQ) for a Reservoir Construction Manager at Risk (CMAR) to construct the up to $3 billion reservoir and roads package that is part of the Sites Reservoir Project (Project). The CMAR delivery method was selected to optimize project delivery, manage risks, encourage local community collaboration, and provide the best value for Project participants. “This next step in our contracting process marks a critical milestone for Sites Reservoir as it progresses from planning to construction,” said Fritz Durst, Chair of the Sites Project Authority Board of Directors. “As one of the largest water infrastructure projects currently under development in California, Sites is a significant opportunity to enhance water reliability for the benefit of our communities, farms, and environment.” Sites Reservoir will provide an additional 1.5 million acre-feet of storage capacity, substantially improving California’s water flexibility, reliability, and resiliency. As an off-stream reservoir, it will capture and store a portion of stormwater from the Sacramento River—after all other water rights and regulatory requirements are met—and release water to California communities, farms, businesses, and wildlife during drier years. Firms meeting the stated qualification criteria are invited to submit their statements of qualifications by Monday, March 10. A short list of qualified respondents will then be requested to submit detailed proposals and sit for interviews. The selected firm is expected to be awarded a Phase 1, Pre-construction Services scope of work to assist the Authority with construction preparations in the fall of 2025. Construction services would be authorized in a separate, later work phase and occur in 2026 with completion of construction anticipated by the end of 2032. QLD Senior Project Procurement demand see’s slight drop amidst strong 12 months. Quick bounce back expected From March-April, the senior project procurement market in QLD felt like it was put on pause even if only for a few weeks, the candidate market felt it. Here are a few reasons why this may have been: Budget: We are currently awaiting financial year and organisations are holding out until further clarity around budget allocation Business confidence: Current economic/business conditions has meant organisations are more hesitant to invest in senior resources. Hence why the junior-mid market has been most buoyant as organisations continue to need delivery specialists Recruitment freeze: Most likely a combination of the above two reasons, this has meant organisations have had to rely on current resources available and any influx in project or work needing to be delivered is being absorbed by the current team However, the last few weeks in QLD has started to see a shift. We anticipate continued demand in project procurement talent and more opportunities over the coming quarter as business receive newly aligned budgets and the requirement to deliver projects becomes too difficult with current capability.
