The Ministry of Environment, Forest and Climate has introduced the E-Waste (Management) Amendment Rules, 2024, to amend the existing E-Waste (Management) Rules, 2022. The key highlights of the amendment include: 1. Granting the Central Government the authority to extend the filing period for returns or reports under the Rules by an additional 9 months. 2. Revising the definition of "dismantler" to align with guidelines from the Central Pollution Control Board, removing the previous requirement for authorization from State Pollution Control Boards. 3. Introducing provisions for the transaction of Extended Producer Responsibility (EPR) certificates, allowing the Central Government to establish platforms for their exchange or transfer according to CPCB guidelines. 4. Assigning the Central Pollution Control Board the responsibility to set the highest and lowest prices for EPR certificate exchange, equal to 100% and 30% respectively of the environmental compensation for non-compliance.

📢⏳ No More Extension: Last Date for E-Waste Filing is 31st August 2024! The Ministry of Environment, Forest, and Climate Change (MoEF & CC) has officially extended the deadline for filing quarterly and annual returns under the E-Waste (Management) Rules, 2024. Registered producers and recyclers now have until 31st August 2024 (extended from 30th June 2024) to submit their returns for the 2023-24 financial year on the E-Waste EPR Portal. This extension comes after the Central Pollution Control Board (CPCB) highlighted challenges such as system issues, incorrect entries, and portal functionality problems. The MoEF & CC responded to numerous industry appeals by granting additional time to ensure accurate and compliant filings. 📝 Important: The generation and transfer of the EPR Certificate will also continue on the EPR Portal (https://lnkd.in/dnyx2vC5) until the new deadline. Government of India Proposes Exemption for Certain Industries from Pollution Consent Mechanism The Ministry of Environment, Forest and Climate Change (MoEF&CC) has proposed a draft notification to exempt specific categories of industries from obtaining Consent to Establish (CTE) and Consent to Operate (CTO) under the Water (Prevention and Control of Pollution) Act, 1974. This move aims to: *Reduce compliance burden: Minimize paperwork and processing time for industries. *Enhance ease of doing business: Streamline procedures for starting and operating businesses. *Reduce duplication: Eliminate the need for separate CTE/CTO when Environmental Clearance (EC) is already obtained. *Ensure environmental protection: Maintain proper monitoring and compliance through alternative mechanisms. Key Points of the Draft Notification: *Exempted Categories: Industries categorized as 'White' by the Central Pollution Control Board (CPCB) will be exempt from CTE/CTO. *Self-declaration: Exempted units must intimate their operations to the State Pollution Control Boards (SPCBs)/Pollution Control Committees (PCCs) through a self-declaration. *EC Integration: Projects requiring EC under the Environmental Impact Assessment (EIA) notification will be deemed to have obtained CTE. SPCBs/PCCs will review EC applications and provide feedback to the EC granting authority.EC conditions may include obtaining CTE fee from SPCBs/PCCs within 30 days of EC issuance. *CTO Requirement: Exempted industries still need to obtain CTO and other necessary permissions.
