LiFi modulates LED lamps at frequencies far above what humans can perceive as flicker or stroboscopic effects. But still, .... 1) the TDMA frame structure of OFDM VLC modulation may periodically modulate the light intensity at a rate that may affect humans. In 2017, in Opt Express, we published a paper with Xiong DENG that when modulating the light around a fixed DC bias current, the modulation causes the average light power to go down a bit, because the lumen-versus-current curve is concave. That may cause visible flicker.
2) Flicker of LEDs lamps may interfere with Optical Camera Communication.
