📢This document proposes a revision of the appendix to the International Safety Management (ISM) Code and the Guidelines on the implementation of the ISM Code. The ISM Code is a set of international regulations and guidelines for ensuring the safety and environmental protection of ships and the prevention of accidents. The appendix to the ISM code provides further details and specific requirements for its implementation. 📢The proposed revision aims to update and improve this appendix and the associated guidelines. Submitted by China The recommendations in the document are to make the ISM Code appendix and the Guidelines on the Implementation of the ISM Code more specific about the kinds of ships that fall under the heading «Other Cargo Ship», numerous kinds of ships fall under the category of «Other Cargo Ship», and these ships may have rather diverse needs in terms of management, operation, and technical specifications. It is suggested that the Document of Compliance (DoC) and the Interim DoC be revised in order to clearly identify the types of ships that fall under the heading «Other Cargo Ship». Additionally, it suggests modifying the 2023 Guidelines to offer extra assurance for newly developed ship classes that are labeled as «Other Cargo Ship». It is suggested that the Sub-Committee review these suggestions and decide what steps to follow. China proposes additional verification for new ship types classified as «Other Cargo Ship» to strengthen safety management systems. Shipping companies with a Document of Compliance for «Other Cargo Ship» may manage diverse ship types with unique requirements. Additional verification when adding new ship types would ensure effective corrective actions and improve safety management system accuracy and effectiveness. The Sub-Committee has been asked to take appropriate action after reviewing the recommendations in paragraphs 11 and 12 with regard to the proposed revisions. The suggestion in paragraph 11 calls for updating the Document of Compliance (DoC) and Interim DoC forms in the ISM Code appendix to clearly identify the kinds of ships that fall under the heading "other cargo ship." 📢The goal of this update is to improve clarity. The 2023 Guidelines on the implementation of the International Safety Management (ISM) Code by Administrations are proposed to be amended, as per paragraph 12. The changes are intended to provide more clarification on the types of ships that fall within the DoC's "other cargo ship" category. The DPA is a figure of support and coordination, aimed at ensuring that safety policies and operations are always in line with international regulations. Their role is crucial for effective ship management, especially when dealing with operational and regulatory challenges. Here are some key responsibilities of the DPA, in close collaboration with the captain: 1. Monitoring Safety and Quality: While physically onshore, the DPA oversees all operations on board, ensuring that international standards such as SOLAS and MARPOL are adhered to. The special operation commenced on April 7, 2024 and end on October 31, 2024. Ship agents should publicize and warn foreign ships planning to enter my country, and supervise foreign ships planning to arrive at the port to perform maintenance on mechanical and electrical equipment and investigate hidden dangers in advance. In order to implement the requirements of the three-year action to tackle the root causes of water traffic safety, further improve ship safety levels, reduce the risk of ship electromechanical equipment failure, and prevent and curb water traffic accidents, according to the "Maritime Traffic Safety Law of the People's Republic of China" and "Inland Water Traffic of the People's Republic of China" Safety Management Regulations and Ship Safety Supervision Rules of the People's Republic of China and other regulations, our bureau decided to launch a nationwide special campaign to prevent ship mechanical and electrical equipment failures.
