The Eurogroup has mandated the Financial Services Committee with an aim to strengthen the Capital Markets Union (CMU) through concrete steps in sustainable finance, securitisation, and regulatory harmonisation. While we at Revel Partners are encouraged by the attention to securitisation, we believe there’s even more potential to be realised. By focusing on harmonising regulatory approvals, evolving an “STS 2.0” framework, and opening securitisation to insurers as well as retail investors, Europe’s capital markets could see a powerful boost—unlocking greater capital velocity, attracting a broader base of investors, and creating new opportunities across the EU. ALFI - Association of the Luxembourg Fund Industry’s latest Private Debt Fund Survey highlights Luxembourg’s continued leadership in the private debt market, with AuM reaching over €510 billion, marking a 21.5% increase in just 6 months. Luxembourg’s strong regulatory framework and skilled workforce have positioned it as a key hub for private debt funds. Direct lending dominates, with ESG integration, technological innovation, and new regulations like AIFMD II and ELTIF 2 shaping future opportunities. 𝗧𝗵𝗲 𝗲𝘃𝗼𝗹𝘂𝘁𝗶𝗼𝗻 𝗼𝗳 𝗽𝘂𝗯𝗹𝗶𝗰 𝗮𝗻𝗱 𝗽𝗿𝗶𝘃𝗮𝘁𝗲 𝗺𝗮𝗿𝗸𝗲𝘁𝘀 𝗶𝗻 𝘁𝗵𝗲 𝗨𝗞  Euroclear UK & International had the pleasure of speaking at the 𝗙𝘂𝘁𝘂𝗿𝗲 𝗼𝗳 𝗨𝗞 𝗖𝗮𝗽𝗶𝘁𝗮𝗹 𝗠𝗮𝗿𝗸𝗲𝘁𝘀 𝗥𝗲𝗴𝘂𝗹𝗮𝘁𝗶𝗼𝗻 𝗦𝘂𝗺𝗺𝗶𝘁 this week. The panel on the evolution of public and private markets focused on private markets' strong growth trajectory and the close relationship between both sides of the market to serve the real economy.   Crucially, we discussed the UK's need for a continuous funding escalator to grow domestic companies and how developing a more engaged retail investor community will increase the level of capital available to invest in the markets and boost the UK economy.   We are investing in modernising the UK's financial infrastructure to ensure that our capital markets remain competitive and future-ready.   One way this is being achieved is through plans for an FMI Sandbox #PISCES trading venue for private securities. New Post: Luxembourg’s “legal environment is flexible and adjusts to market needs” - Nine experts from Luxembourg’s financial sector discussed the strengths and weaknesses of the grand duchy’s private market funds. Pauline Roux from AllianceBernstein highlighted Luxembourg’s political stability and its pioneering role in the EU fund industry, particularly with the early adoption of the Ucits in 1988 and the AIFMD in 2013. The flexibility of Luxembourg’s regulatory framework and diverse fund structures make it attractive for private asset managers. Roux noted that while Luxembourg excels in fund distribution, harmonizing tax requirements and improving access for retail investors in private debt funds are areas for improvement. #DepositaryBanks: Some 6000 people in #Luxembourg work in #depositarybanking, safeguarding and reviewing the actual investments held in the 14,000 or so funds domiciled in the grand duchy. Their work goes a bit beyond that of traditional #custodians. The framework shaped by Commission de Surveillance du Secteur Financier (CSSF) also gives these banks a kind delegated supervisory responsibility, reinforcing investor protection. During the recent review of the #AIFMD, the EU rules for alternative investment funds - open only to well-informed investors who can commit at least 100,000 euro - an idea emerged to create a #EUpassport for depositary banks. Brussels in the end opted to abandon that idea. 💧 Market liquidity is not only necessary for the smooth transmission of transactions. It is crucial for supporting financial stability, the ESM’s mandate. Today, Olivier PUJAL, ESM senior advisor to the CFO, joined a panel at AFME (Association for Financial Markets in Europe)'s 19th Annual European Government Bond Conference in Brussels. 💡 He explained how the abundance of European safe assets, from supranational borrowers such as EU, EIB, ESM and EFSF, are key to ensuring liquidity is available when volatility strikes and liquidity begins to dry up. It is important for these issuers’ bonds to price closely, “Europe must encourage price uniformity and liquidity across its supranational bond issuers.” Olivier was joined on the panel by Manu Caloia, Head of Markets at Element Capital, Rodérick Joniaux, Head of European Governments & Supranational products at Tradeweb, Sergio Colantuono, Head of EUR Rates Trading at Citadel Securities, and Zoeb Sachee, Head of Euro Linear Rates Trading at Citi. It was great to be at the ALFI conference in Luxembourg. It’s the ideal place to meet all people in the fund industry. A few remarks you might find interesting: ·      Fund financing is a business that have reached USD 1 trillion ·      Sovereign funds and family offices strongly want to coinvest ·      Everybody talks about democratization ·      There are new investors who want to invest in alternative assets, but they seek low risk ·      Investors prefer large brands; demand for smaller funds is significantly lower
